Submit all required documents fully completed. Required forms: SBD1 (Invitation to Tender), SBD3.1 (Pricing Schedule – Firm Prices), SBD4 (Declaration of Interest), SBD6.1 (Preference Points Claim Form), SBD6.2 (Local Production and Content), SBD8 (Declaration of Bidder’s Past SCM Practices), SBD9 (Certificate of Independent Bid Determination), GCC (General Conditions of Contract), and Terms of Reference. Submit one (1) original, one (1) copy, and one (1) electronic copy (USB) of all bid documents. All forms must be completed in black ink; no correction fluid allowed. Changes must be lined through and initialed. Bids must be sealed in an envelope labeled with bidder’s name, address, bid number (ART10/2025), and closing date. Postal bids must be registered mail; couriered bids must arrive by the deadline. Late bids will not be accepted. Incomplete or non-compliant submissions will be disqualified. Bids must include proof of CSD registration (active, tax-compliant, non-restricted) with a supplier number starting with MAAA. Include a valid original tax clearance certificate or TCS Pin, and a valid B-BBEE certificate (Level 3 or better). Trusts, consortiums, or joint ventures must submit a consolidated B-BBEE certificate per bid. Public entities and tertiary institutions must also submit B-BBEE certificates. Company profile and proposal must align with the Terms of Reference. Technical threshold: 70%. Artscape reserves the right to award, not award, or partially award the bid.

Evaluation follows a multi-gate process: Gate 0 (Submission of Standard Bid Documents), Gate I (Administrative Compliance), Gate II (Functionality – minimum 70% threshold), Gate III (Price and B-BBEE Preference Points). Functionality (100 points): B.1 References (25 points: 5 recent, contactable references = 10 points; 1-3 similar projects = 3 points; 4-7 = 7 points; 8-10 = 10 points; >10 = 15 points). B.2 Sample and Design Compliance (40 points: sample seating must be available, ergonomic, safety-compliant, elderly/disabled-friendly, and signed off). B.3 Company Profile (20 points: core competencies, organogram, product/service details). B.4 Compliance Certifications (15 points: ISO 9001 required). Bids scoring <70% on functionality are disqualified. Gate III: 80/20 Preferential Procurement Regulations (2022) – 80 points for price, 20 points for B-BBEE status. Non-compliance with administrative requirements (e.g., missing SBDs, tax clearance, or B-BBEE certificate) may result in disqualification.

Design and manufacture modular seating/couches and reupholster existing fixed seating/benches for Artscape foyers. Scope: Draft sketches/plans/drawings of foyer seating aligned with ergonomics, safety, and health regulations. Present designs to Artscape for approval. Provide detailed manufacturing specifications. Accommodate 60-80 people. Reupholster existing seating (Marble foyer: 4 seats/4 backrests; Theatre lower foyer: 9 seats, 1 bench at 3m x 30cm). Design requirements: Modular, reconfigurable, sectional sofas for flexible arrangements. Compliance: SANS 1528-1, SANS/ISO 1891-2, SANS 1324, fire safety, and health/safety regulations. Ergonomic certification required. Materials: Durable frames, performance fabrics, easy-to-clean upholstery. Accessibility: Elderly and disabled-friendly. Aesthetic: Modern design with warm earthy tones and cool blues. Warranty: 10 years for new seating. Manufacturing: Provide plant and installation process details. Submit at least two design options with artists’ impressions, drawings, or 3D models. Sample seating of similar design/ergonomics must be available at bid submission (technical bid incomplete without it). Seating must be lightweight, movable, and space-efficient. Inspections/tests may be conducted at bidder’s premises at no cost to Artscape; non-compliant seating will be rejected or altered at bidder’s expense.

Submit firm prices only (non-firm prices will be rejected). Pricing must include all applicable taxes (VAT, PAYE, income tax, UIF, SDL). Use SBD3.1 (Pricing Schedule) for itemized costs. Delivery costs must be included in bid price. Offer must remain valid for 150 days from closing date. Payment terms and bonds/guarantees not specified.

CSD registration required (active, tax-compliant, non-restricted supplier). Valid original tax clearance certificate or TCS Pin. B-BBEE Level 3 or better (18 points allocated under 80/20 system). Submit valid B-BBEE certificate (original or sworn affidavit) or certified copy from IRBA-approved auditor/SANAS-accredited agency. Trusts/consortiums/joint ventures must submit consolidated B-BBEE certificates per bid. ISO 9001 certification required for quality control. Prohibited: Awards to persons in the service of the state (per Public Service Directive, April 2024).
