Bids must be delivered by the stipulated time (12:00 on 06 February 2026) to the correct address. Late bids will not be accepted. Bids must be submitted on the official forms provided (not re-typed) or online. Bidders must register on the Central Supplier Database (CSD) to upload mandatory information (business registration, directorship, membership, identity numbers, tax compliance status, and banking details). If not registered on CSD, mandatory information must still be submitted with the bid. B-BBEE certificate or sworn affidavit must be submitted to qualify for preference points. Scope: Design and implementation of abstraction works in the Orange River and equipping of two raw water pump stations in Rouxville. Bidders must provide a ceiling price for the total estimated time for completion of all phases, including all expenses and applicable taxes. Pricing must include hourly/daily rates for personnel, travel expenses (actual costs only, with proof), and other expenses (e.g., accommodation, reproduction costs). Bidders must specify the period required to commence the project after acceptance and the estimated man-days for completion. Rates must be firm for the full contract period or adjusted based on a specified index (e.g., CPI).

Pricing must be in South African Rand (ZAR), inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, SDL). Bidders must submit a pricing schedule (SBD 3.3) detailing: item descriptions, bid prices, personnel rates, phase costs, travel expenses, and other expenses. Certified invoices must accompany all claims. Offer validity period must be specified in days from the closing date.

Bidders must comply with the Preferential Procurement Policy Framework Act 2000 and Regulations 2017. Mandatory requirements: CSD registration (or submission of mandatory information if not registered), tax compliance (SARS PIN or TCS), and B-BBEE certificate or sworn affidavit (minimum Level 1). For consortia/joint ventures, each party must submit separate proof of tax compliance, CSD number, or TCS. Foreign suppliers not resident in RSA or without a branch/permanent establishment/source of income in RSA are exempt from SARS tax compliance requirements. Bidders must disclose any state employment or conflicts of interest (SBD 4). Failure to provide required documentation may disqualify the bid.
