Only fully responsive bids proceed to functionality evaluation. 3) Functional Criteria (100 points, minimum 70 to pass): Bidders' experience (50 points: 2 references from national libraries + 2 from academic institutions), team leader experience (10 points: >10 years = 10, 5-9 years = 5), project plan (20 points: 6 requirements), presentation (20 points: 4 aspects). Only bidders scoring ≥50 in technical criteria are invited for presentation. 4) Pricing: 80/20 preference point system (80 for price, 20 for specific goals). Price evaluation includes yearly escalation over 5 years. Specific goals: 100% women-owned (10 points) or <100% (5 points); 100% youth-owned (10 points) or <100% (5 points). Submit certified sworn affidavit or BEE certificate as evidence.
