Mandatory returnable documents: (1) SBD 4 (Bidder’s Disclosure) – signed and completed; (2) SBD 6.1 (Preference Points Claim) – signed and completed with a valid B-BBEE certificate or sworn affidavit (South African companies only); (3) CSD Summary Report (from www.csd.gov.za); (4) Completed pricing schedule or formal quotation. Do not alter the RFQ template or its terms after submission. Failure to provide mandatory documents may result in disqualification.

Evaluation stages: (1) Administrative compliance check by Supply Chain Management; (2) Functionality assessment; (3) Price evaluation; (4) B-BBEE scoring. Scoring method: 80/20 preference point system (80 points for price, 20 points for B-BBEE status). The contract will be awarded to the bidder with the highest total points. Disqualification risks: (1) Missing mandatory documents (SBD 4, SBD 6.1, CSD Summary Report, pricing); (2) Bidder or associates employed by the state without disclosure; (3) Bidder listed on Tender Defaulters or Restricted Suppliers registers; (4) Evidence of collusion, fraud, or corruption. Note: If all bids exceed R1,000,000, the RFQ will be automatically cancelled.

Scope: Appoint a third-party service provider to act as the administrative contact between iThemba LABS and a technical expert for the repair and operation of the Varian Model 200–DF4 (200 keV) ion implanter. Required services: (1) Technical assessment and reporting: Conduct a comprehensive fault diagnosis of the ion implanter and submit a detailed written report outlining defects, system risks, recommended corrective actions, and estimated repair scope (estimated 9 working hours). (2) Repairs and system restoration: Execute repairs based on the assessment report to restore the implanter to operational condition. Work will primarily occur on agreed Saturdays (8 working hours per engagement). (3) Technical collaboration and skills transfer: Work alongside an assigned iThemba LABS technician, providing structured skills transfer in diagnostics, maintenance procedures, best operational practices, and troubleshooting techniques. (4) Operational training: Provide formal training to the iThemba LABS technician on safe start-up and shutdown procedures, normal operating parameters and monitoring requirements, preventative maintenance practices, and fault identification and first-line corrective actions. Pricing must be provided for: (1) Ion implanter assessment (9 hours), (2) Repairs and technician training (150 hours), (3) Contractual administration, coordination, and logistical support. All prices must be inclusive of VAT.

Pricing: Quoted prices must be firm, valid for 60 days from the RFQ closing date, and inclusive of VAT. Payment terms: Standard is 30 days from invoice receipt date. If shorter payment terms (e.g., 7 or 14 days from delivery date) are proposed, a Payment Guarantee approved by iThemba Labs Finance may be required to mitigate risks. Advance payments may require a Payment Guarantee. Currency: ZAR. A firm delivery period must be indicated in the quotation. Note: The 80/20 preference point system applies for quotations R2,000 or more.

Mandatory compliance: (1) Registration on the National Treasury’s Central Supplier Database (CSD) is compulsory. Bids from unregistered suppliers will not be considered. CSD website: www.csd.gov.za.
