Evaluation stages: Administrative compliance, functionality, price, and B-BBEE. Scoring: 80/20 preference point system (80 points for price, 20 points for B-BBEE). If all bids exceed R1,000,000, the RFQ is automatically cancelled. Bids from persons on the Register for Tender Defaulters or List of Restricted Suppliers will be disqualified. Contract awarded to the highest-scoring bidder. Tax compliance is mandatory (verified via CSD and tax compliance status PIN).

Pricing: Firm, inclusive of VAT, valid for 60 days from closing date. Payment terms: 30 days from invoice receipt (standard for Schedule 3A public entity). If shorter terms (e.g., 7/14 days) are proposed, a Payment Guarantee approved by iThemba Labs Finance may be required to mitigate risk. Advance payments require a Payment Guarantee. Pricing schedule must include per-unit and total prices (VAT inclusive) for Years 1–3, plus delivery charges. Variable pricing must specify influencing factors.

Mandatory: Registration on National Treasury’s Central Supplier Database (CSD) (www.csd.gov.za) – bids from unregistered suppliers will not be considered. Tax compliance: CSD and tax compliance status PIN are the only approved verification methods. Non-compliant bidders will be disqualified.
