Deposit in the Tender Box at Dr JS Moroka Local Municipality, Main Entrance Reception, 2601/3 Bongimfundo Street, Siyabuswa, 0472, by 11:00 on 09 July 2026. Late, faxed, emailed, telephonic, or telex submissions are not accepted. Attend the compulsory briefing session on 12 June 2026 at DR JS Moroka GaPhahla Community Hall (12H30–13H00) and sign the attendance register—only attendees’ bids will be considered. Return all returnable documents fully completed. Do not use correction fluid, erasable ink (e.g., pencil), or alter rates without initialing next to the amended information. Ensure all pages are signed where required. Alternative offers are only considered if a main compliant bid is also submitted. Tenders must remain valid for 90 days from the closing date.

Evaluation will use the 80/20 preference point system: 80 points for price, 20 points for specific goals (e.g., B-BBEE or other municipality-defined criteria). The lowest or any tender will not necessarily be accepted. Tenders will be evaluated for compliance with tender conditions and technical specifications. Non-compliance with either may result in rejection. Mandatory attendance at the compulsory briefing session and signing of the attendance register is required for consideration. Technical adjudication includes: compliance with tender conditions, technical specifications, staffing profile (qualified staff with relevant certifications), and previous experience (documentation of company experience for related projects). Financial capacity may be audited by the municipality. Public Liability Insurance (minimum R100,000) is advantageous. The municipality reserves the right to appoint up to three service providers as a panel.

Scope: Appointment of a panel of service providers for repairs, maintenance, and servicing of municipal plant machinery, trucks, and equipment for Dr JS Moroka Local Municipality over 36 months (as-and-when required, 2026–2029). Deliverables: Provide qualified staff with relevant academic qualifications, trade test certificates, and proven experience in repairs/maintenance of municipal plant machinery, trucks, or equipment. Submit documentation of company experience for related projects. Staffing profile and previous experience will be evaluated for functionality. No CIDB grading is required. Joint ventures must have a written agreement outlining control, management, operations, risk, and profit/loss sharing. Alternative tender offers are only considered if a main compliant bid is submitted.

Pricing must be in Rand (R) and include all duties, taxes (excluding VAT), and levies applicable 14 days before the closing date. VAT must be shown separately as an addition to the tendered total. Rates and prices must be fixed for the contract duration (36 months). Submit a completed Bill of Quantities and Schedule of Quantities (including sub-contractors’ schedules). Proof of Public Liability Insurance (minimum R100,000) may be required. The municipality may request financial statements (last 3 years), bonds, guarantees, or certificates of insurance for verification. The estimated bid value does not exceed R50,000,000 (all taxes included). No compensation will be provided for tender preparation costs.

Mandatory: Valid tax clearance certificate (PIN) for the bidder and all joint venture partners (submission on closing date is peremptory). Certified copy of company registration certificate. Complete Central Supplier Database (CSD) report. Valid Department of Labour/COIDA certificate. Proof of municipal rates and taxes not in arrears (>30 days) for the bidder or its directors. B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs & QSEs). CVs and certified copies of qualifications for project key personnel (Director/Leader). Proof of relevant working experience (e.g., appointment letters). Joint Venture/Consortium agreement (if applicable), signed and notarized. Authority for Signatory (duly signed and dated resolution on company letterhead for each specific bid). No conflicts of interest (e.g., state employees, advisors, or bid defaulters listed under the Prevention and Combating of Corrupt Activities Act of 2004). No abuse of the municipality’s Supply Chain Management System. Bid must not be submitted in the wrong bid box or after the closing date/time. All pages must be signed where provided.
