Evaluation uses the 80/20 preference point system: 80 points for price, 20 points for specific goals. Specific goals: Black Equity Ownership (10 points), HDP Women Equity Ownership (6 points), Disability (4 points). B-BBEE certification or sworn affidavit is required to claim preference points. Failure to submit proof for specific goals means no points are awarded. Bidders must be registered legal entities, not listed on Tender Defaulters or Restricted Suppliers List, and must not be state employees or have state-employed directors/members. Foreign bidders must disclose residency, branch, or tax liability status in South Africa.

Scope: Conduct a study on the status of substance abuse in KwaZulu-Natal. Contract period: 12–26 weeks. Deliverables: detailed inception report, draft report, final report with strategic recommendations, GIS-based hotspot maps, policy brief (EXCO-level), and implementation framework for interventions. Bidders must adhere to the Terms of Reference (ToR) and evaluation grid for required attachments and scoring. Quotations must align with the ToR.

Pricing must be submitted on Annexure A (SBD3.3) and include VAT. Offer must remain valid for 90 days from the closing date. Payment terms: within 30 days of invoice submission. Prices must cover all obligations and risks; no variations allowed unless authorized. Performance security (e.g., bank guarantee or cashier’s cheque) may be required within 30 days of contract award.

Mandatory: CSD registration (disqualification if not registered at closing time). Tax compliance: Submit TCS PIN (via SARS e-filing) or CSD number.
