2. Objectives and background

As a leading trade, tourism and investment promotion agency, Wesgro plays an instrumental role in ensuring that Cape

Town and the Western Cape is an investment destination of choice for investors.

Wesgro relies on credible data and analytics to understand the global FDI landscape in terms of the key source markets,

destination markets, sectors, sub-sectors, investing companies, etc. to make informed decisions and identify opportunities.

Wesgro is seeking proposals from credible service providers for the supply of a comprehensive global online offering of

services relating to cross border foreign direct investment flows, with data that covers all sectors, countries, world regions

and companies for a period of three (3) years.

3. Scope of work requirements

Proposals are requested for the supply of a comprehensive global online offering of services relating to cross border FDI

flows, with data that covers all sectors, countries, world regions and companies for a period of three (3) years.

The service provider must deliver a data package solution with capabilities including, but not limited to, the following:

3.1. General Requirements

3.1.1 User-friendly interface (provide visual evidence of user interface)

3.1.2 Accessible in an online browser environment, application and/or dashboard

3.1.3 Flat file export capabilities for use in MS Excel

3.1.4 Global data for all world-regions

3.1.5 A minimum of fifteen years historical time-series data with monthly granularity

3.1.6 Present-year data on a month-by-month basis, allowing for an appropriate lag period of no more than two months

3.1.7 Direct data access e.g. API for data integration (optional)

3.2 Specific Data Requirements:

3.2.1 Greenfield (and optionally brownfield) FDI data segmentation including company level; yearly and monthly statistics

options; currency denomination; sector, sub-sector, industry, project type; source market and destination market,

i.e. city, state/county, country and regional level.

3.2.2 Measurable metrics need to include number of investment projects announced, value of capital investment, and

number of jobs created.

3.2.3 Ability to customise reports and search parameters including by time period, source market, destination market,

sector, currency, project type, company, capex, jobs.

3.2.4 Provide insights at investing company level including company profile, domicile, activities, revenues, foreign direct

investment signals & key contact details.

3.2.5 Provide trend analysis and graphics.

3.2.6 Distinction of FDI inflows versus outflows for select metric i.e., company, county, state, country, region, and City.

3.2.7 Distinction of FDI flows into sector versus sub-sector versus business activities.

3.2.8 Distinction of FDI flows by source market versus destination market.

3.2.9 Provide insights into future potential investment project leads and opportunities.

3.2.10 Ability to benchmark a city/country/regions competitiveness for select metrics against other locations.

3.3 End-users:

3.3.1 Number of online concurrent users permitted (cost per additional user beyond minimum threshold))

3.3.2 Value-added service provision of analyses or reports to stakeholders and clients that form part of the wider Wesgro

community or general public.

3.3.3 The service provider should specify any restrictions and/or additional costs associated with licensing rights for the

public dissemination of insights derived from the data. Responses should clearly define the scope of permitted use,

including formats, channels, attribution requirements, and any restrictions on publishing underlying data versus

aggregated insights.

3.4 Support and Maintenance:

3.4.1 List maintenance periods and scheduling of updates, additional services provided, and continued/on-going

technical support extent.

3.4.2 Comprehensive training provided for users including training manuals to support ongoing utilisation.

3.4.3 Annual refresher training provided for new users or current users if required.

3.4.4 A dedicated account manager to act as a single point of contact.

Quotations are requested for a comprehensive global online offering of services relating to cross border foreign direct

investment flows and data that covers all sectors and countries worldwide for a period of three (3) years

4. Deliverables

The successful service provider is expected to deliver the services listed in 3.1 to 3.4.

5. Contract period

The provision of the data package solution should extend for three-years from the activation date. Payment will be scheduled

annually.

6. Tender evaluation process

The tender will be evaluated on the following phases:

bidder.

4. Regulation 13(c) of the Public Service Regulations (PSR) 2016, effective 1 February 2017, prohibits any employee from

an organ of state unless the employee is a director (in an official capacity) of a company listed in schedules 2 and 3 of

the Public Finance Management Act.
