Each bid must be in a separate sealed envelope with the bidder’s name, bid number (KZNQ05/DSD/2026/27), and closing date clearly marked. Bids sent via post, fax, email, or electronic means will not be considered. Bidders must initial every page of the bid document. Alterations must be initialed; correcting fluid is prohibited. Bids will be opened in public after the closing time. Required returnable documents: SBD1 (Invitation to Bid), SBD3.3 (Pricing Schedule), SBD4 (Declaration of Interest), SBD6.1 (Preference Points Claim Form), SBD7 (Contract Form), and all sections as per the bid document. Evaluation uses the 80/20 preference point system. 80 points are allocated for price (lowest acceptable tender scores highest), and 20 points for specific goals. Mandatory requirements: Registration on the Central Supplier Database (CSD), valid Tax Clearance Certificate (TCS PIN) or proof of SARS tax compliance, no directors/members/employees in the service of the state, no tender defaulter status, and submission of all required documents. Preferential points: B-BBEE compliance (higher levels score more), Black Equity Ownership (10 points for HDP), Women Equity Ownership (6 points for female ownership <51%), Disability Inclusion (4 points for permanent disability representation). Failure to submit proof for preference points will result in zero points for those goals.

Scope: Conduct a situational analysis of homelessness in KwaZulu-Natal for the Department of Social Development. Contract period: 12-26 weeks. Deliverables: Detailed Inception Report, Draft Report, Final Report, Homelessness Database, Policy Brief, and Intervention Framework. Bidders must use the Terms of Reference (Section O, pages 36-47) to guide their proposals. The service must align with the Directorate of Population Development and Demographic requirements.

Pricing must be submitted on Annexure A (SBD3.3 Pricing Schedule) for the full scope (12-26 weeks), including VAT. The total price must be indicated in words and figures. Bidders must attach a Tax Compliance Status (TCS) PIN or certificate issued by SARS. Quoted prices must remain valid for 90 days from the closing date. Payment terms: Invoices will be paid within 30 days of submission, as per Section J of the contract form. Performance security may be required within 30 days of contract award (form and amount specified in Special Conditions of Contract).

Mandatory compliance: Registration on the Central Supplier Database (CSD) is required; bidders not registered by the closing date will be disqualified. Submit CSD registration number with the bid. Tax Compliance: A valid Tax Clearance Certificate (TCS PIN) from SARS must be submitted. For consortia/joint ventures, each party must submit separate TCS certificates/PINs/CSD numbers. B-BBEE: Submit a B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs) to qualify for preference points. Bidders must declare any conflicts of interest (SBD4) and past SCM practices. Foreign suppliers must complete the Questionnaire for Bidding Foreign Suppliers if applicable. No bids will be accepted from persons in the service of the state or entities controlled by such persons.
