Returnable Documents: Submit all required tender returnables by the closing date. Failure to submit outstanding documents within 7 working days of request may result in disqualification. Required returnables include: SBD 6.2 Declaration Form, Annex C (Local Content Declaration), Quality Management System (QMS) documentation (ISO 9001 compliance), OHS Plan, Baseline Risk Assessment (BRA), Valid COIDA Letter of Good Standing, Signed OHS Policy, Signed Environmental Policy, Waste Management Plan, Method Statements & EMPr, and latest approved annual financial statements (including all required components). Authorisation Form must be completed and signed by the relevant authority based on the tenderer's legal structure (company, close corporation, partnership, joint venture, sole proprietor, or trust).

Scoring System: 90/10 or 80/20 preference point system. Price accounts for 90 or 80 points, and Specific Goals (SDL&I) account for 10 or 20 points. Points for Specific Goals are added to price points, rounded to two decimal places. Contract awarded to the highest total scorer. B-BBEE Status Levels and corresponding points: Level 1 (10/20), Level 2 (9/18), Level 3 (6/14), Level 4 (5/12), Level 5 (4/8), Level 6 (3/6), Level 7 (2/4), Level 8 (1/2), Non-compliant (0/0). Objective Criteria: Not mandatory but a condition for contract award. Failure to meet objective criteria may lead to the second-ranked tenderer being recommended. SDL&I Objectives: Commitments form part of contractual obligations but do not affect scoring. Quarterly reporting and monitoring required.

Required: Quality Method Statement, Quality Policy, Quality Objectives, Organization Chart, Responsibility Matrix, Control of Externally Provided Processes, Products and Services. OHS Requirements: OHS Plan (project-specific), Baseline Risk Assessment (BRA), Valid COIDA Letter of Good Standing, Signed OHS Policy (aligned with OHS Act Section 7 and ISO 45001 Clause 5.2). Environmental Requirements: Signed Environmental Policy, Waste Management Plan, Method Statements & EMPr. Local Content: 100% local procurement target for tender proposals. SDL&I: Submit proposals for jobs created/retained in South Africa.

Financial Statements: Latest approved annual financial statements (no drafts) required, including: Background to the company, Signed Director’s Report, Signed Auditor’s/Reviewer’s/Compiler’s/Accounting Officer’s Report, Statement of Financial Position, Statement of Comprehensive Income, Statement of Changes in Equity, Statement of Cash Flows, Notes to Financial Statements. Additional Requirements: Signed Public Interest Score (for non-audited SA entities), ITA34C for current & previous years (for non-audited SA entities). For unincorporated JVs or SPVs: Each partner must submit annual financial statements. Payment Terms: 1% of every invoice (excluding VAT) retained as security for SDL&I obligations. Penalty: 1% of contract value for failure to meet SDL&I obligations.

B-BBEE: Valid B-BBEE certificate (SANAS accredited) or sworn affidavit required. EMEs (Annual Total Revenue ≤ R10M): Sworn Affidavit. QSEs (Annual Total Revenue ≤ R50M): Sworn Affidavit if ≥51% Black-owned; otherwise, full B-BBEE compliance. Entities with Annual Total Revenue > R50M: Valid B-BBEE certificate. B-BBEE Improvement Plan: Must be submitted within 30 days of contract signing. Migration targets: Level 4 must achieve Level 3 by end of first year; Levels 5-8 must achieve Level 4 by end of first year and improve one level annually thereafter. Local Content: SBD 6.2 Declaration Form and Annex C (Local Content Declaration) are tender returnables if applicable. CIDB: No compulsory CIDB training required for this tender. Safety: COIDA certificate of good standing or proof of application required for South African tenderers. Sworn Affidavit Validity: Must include deponent details, enterprise name, black ownership percentages, total revenue, financial year-end, B-BBEE status level, empowering supplier status, and be signed in the presence of a Commissioner of Oath (not an employee of the enterprise).
