Submit bids by 18 June 2026 at 11h00 to the bid box at National Nuclear Regulator, Block G, Eco Glades Office Park, 420 Witch Hazel Avenue, Eco Park, Centurion. Requirements: Bids must be sealed, labeled with bidder name, bid number, and closing date. Late bids will not be accepted. Use official forms (SBD1, SBD4, SBD6.1) provided—do not retype or redraft. Submit one (1) original and one (1) electronic copy. All pages must be signed or initialed; failure to do so may disqualify the bid. Courier deliveries must be placed directly into the bid box; NNR is not liable for delays or lost documents. No fax, email, or electronic submissions accepted. Joint ventures/consortia must submit signed agreements detailing roles, responsibilities, and lead partner authority. Photocopies of bid forms are allowed if original signatures are present. Use of correcting fluid or erasable pencil is prohibited. Bids must not be submitted to receptionists, security, or postal addresses. Evaluation occurs in three phases: Phase 1 (Administrative Compliance): Bidders must meet all administrative criteria (e.g., completed tender documents, board resolution/proxy letter, tax compliance, CSD registration, returnable documentation, joint venture agreements, beneficial owners certificate, company profile, organogram, signed GCC). Non-compliance may result in disqualification. Phase 2 (Mandatory Criteria): Bidders must be an OEM (Dell) or an accredited reseller with a valid OEM letter/certificate. Non-compliance results in disqualification. Phase 3 (Price and Specific Goals): Scored on an 80/20 system. Price accounts for 80 points (lowest acceptable bid scores highest). Specific goals account for 20 points: 7 points for 50%+ black ownership, 10 points for 50%+ black women ownership, 1 point for 10%+ white women ownership, 1 point for 10%+ disability ownership. Documentary proof (certified ID, B-BBEE certificate, or sworn affidavit) is required for specific goals. The highest-scoring bidder typically wins, unless NNR exercises its right to cancel or award based on other valid reasons.

Supply and deliver Dell laptops compatible with NNR’s existing Dell-based IT infrastructure. Models and quantities: Pro 14 Plus PB14250 (16GB RAM: 93 units, 32GB RAM: 8 units), Pro 16 Plus PB16250 (16GB RAM: 7 units), Pro 13 Plus PB13250 (16GB RAM: 6 units), Pro Max 16 (32GB RAM: 9 units). Additional items: WD25 Pro USB-Docking stations (5 units), Display Privacy Filters (13”: 3 units, 14”: 19 units), 16” Professional Laptop Backpacks (145 units, black, padded, weather/dirt-resistant, multiple compartments). All laptops must include: 14th Gen Intel Core i5/i7 or Intel Core Ultra processors, Windows 11 Pro 64-bit, 16GB/32GB DDR4/DDR5 RAM, 256GB/512GB SSD storage, Intel UHD Graphics or NVIDIA RTX PRO 500, 3-year on-site OEM warranty with ProSupport and next-business-day service (08:30-16:00, Mon-Fri, excluding public holidays). Key features: Touch/non-touch displays (FHD+), 4G/5G capability, uSim/microSD slots, Thunderbolt 4/USB-C ports, backlit keyboards, IR cameras, dual-array microphones, proximity sensors. Laptop backpacks must securely store laptops with padded compartments and multiple storage options. NNR reserves the right to accept newer product versions if specified models become obsolete.

Submit a pricing schedule on company letterhead with fixed prices in ZAR, inclusive of VAT (15%). Prices must remain valid for 120 days from closing date. Include unit prices and total cost for all items (laptops, docking stations, privacy filters, backpacks). Total price on the price declaration form must match the pricing schedule; discrepancies will default to the declaration form price. No upfront payments; payment within 30 days of approved invoice submission via electronic bank transfer. No additional costs will be allowed beyond the quoted price. Non-fixed or exchange-rate-dependent prices will be disqualified. Bidders are responsible for all costs associated with bid preparation.

Mandatory compliance: Register on Central Supplier Database (CSD) and submit CSD number. Submit SARS Tax Compliance Status (TCS) PIN or printed Tax Clearance Certificate (TCC). Foreign bidders without RSA tax obligations must complete a pre-award questionnaire (SBD1). Consortia/joint ventures/sub-contractors must each submit separate TCS/PIN/CSD proof. B-BBEE: Submit B-BBEE certificate or sworn affidavit (for EMEs/QSEs). Specific goals (20 points) require documentary proof: certified ID, B-BBEE certificate, or sworn affidavit for black ownership (50%+), black women ownership (50%+), white women ownership (10%+), or disability ownership (10%+). Joint ventures must submit signed agreements with lead partner authority. Fronting is prohibited and will result in disqualification and potential 10-year public sector restriction. Non-compliant tax status may disqualify bids unless updated within 7 days. Bidders must confirm tax compliance for the entire contract term. Bidders listed on the Register for Tender Defaulters or Restricted Suppliers are automatically disqualified.
