The evaluation process consists of four steps: (1) Test for Responsiveness (Mandatory Requirements), (2) Minimum Threshold of 70 points for Technical Criteria, (3) Evaluation and Final Weighted Scoring (price and specific goals), and (4) Post-Tender Negotiations (if applicable). The technical criteria include company experience (40 points) and approach and methodology (40 points) plus key personnel (20 points). Price and B-BBEE level will be evaluated using the 80/20 preference points system.

The scope includes comprehensive building maintenance services across various SANRAL sites, such as general building maintenance, structural repairs, brickwork, painting, plumbing, electrical installations, stormwater drain maintenance, and more. The Service Provider must implement a preventative maintenance program and provide emergency response services.

Prices must be quoted in South African Rand, inclusive of all applicable taxes. The price offer is firm, and the basis thereof should be clearly indicated. A cost breakdown and price escalation basis and formula must be provided.

Bidders must be registered on the Central Supplier Database (CSD). Tax compliance status will be verified through the CSD. A valid Letter of Good Standing from COIDA is required. B-BBEE level verification certificate or Sworn Affidavit must be submitted. Minimum B-BBEE level required is 6.
