Submit sealed quotation in an envelope endorsed with 'QUOTATION No. Q12//26' to the Tender Box at Msunduzi Municipality’s Central Stores, 2 Abattoir Road (off Kershaw Street), Pietermaritzburg, 3201 (coordinates: -29.6126297; 30.3610014) by 12h00 on 5 June 2026. Only submissions placed in the tender box will be accepted.

Required documents to include with submission:

• Completed and signed Tender Form (original, handwritten or typed, no correction fluid).
• All Data Sheets (e.g., Declaration of Interest, Authority to Sign, Pricing Schedule, Statement of Previous Experience, Schedule of Resources, Declaration of Municipal Fees, Bidder’s Past SCM Practices, Certificate of Independent Bid Determination).

Disqualification risks:

• Late submissions.
• Submissions not placed in the tender box.

• Failure to attend compulsory site inspection/tender briefing (if applicable).
• Missing Tax Clearance or CIDB registration proof.

Evaluation method: 80/20 Preference Point System (80 points for price, 20 points for specific goals).

Mandatory requirements (failure to meet any will disqualify the bid):

• CIDB registration with a grading of 1GB or higher (active status).
• Valid Tax Clearance Certificate and Tax Compliance Status Verification Pin (or CSD registration).
• Submission of at least three completed partitioning projects with verifiable certificates (signed, stamped, with client contact details).
• Compliance with B-BBEE requirements (for preference points).
• No outstanding municipal fees (declaration required).
• No conflicts of interest with state employees (declaration required).
• Not listed as a tender defaulter or on the National Treasury’s Restricted Suppliers Database.

Preference points (20 points total):

• 10 points: At least 51% South African Black ownership and/or management control (Black Owned Enterprise - BOE). Proof required via CSD or CIPC.
• 10 points: Business located within Msunduzi Municipality’s jurisdiction. Proof required via utility bill or lease agreement.

Scope: Partitioning, window repair, and painting of the 4th and 5th floors at Gallwey Lane Human Settlements offices, Pietermaritzburg.

Detailed scope includes:

• Alterations: Taking down and removing existing partitioning (15 m²).
• Carpentry and joinery.
• Ironmongery: Anodised aluminium door handles, two-lever locksets (4 units).
• Paintwork: Clean and prepare existing surfaces, apply two coats of PVA acrylic emulsion paint to 1,000 m² of plastered walls.
• Drywall partitioning: Rhino-Drywall or equivalent (80 m² partitioning with bottom and top tracks, 20 vertical abutments, 2 doors).

Standards: All materials must be new and comply with SANS 1200 and National Building Regulations (NBR).

Contract period: 4 weeks from receipt of Purchase Order.

Guarantee/warranty: 12-month defects liability period from date of completion.

Penalties: R500 per calendar day for delays beyond the implementation plan timeframes; consecutive failures may lead to contract termination.

Price escalation: Not applicable; prices must remain firm for the contract period.

Pricing must include VAT regardless of the bidder’s VAT status. All prices are deemed VAT-inclusive.

Payment terms:

• Payment within 30 days of receipt of a certificate of payment issued by the Engineer.
• Payment via cheque from the Council’s bankers in Pietermaritzburg; no cash payments.
• For works exceeding R3,000.00 (excluding VAT), quote the Council’s VAT Registration No. (460 010 783 5) on all tax invoices.
• Discounts for early payment (e.g., within 30 days) may be considered in adjudication.
• Bidder must have a bank account in the legal name matching the Tax Clearance Certificate.

Pricing schedule: Submit a detailed breakdown per Bill of Quantities (Preliminaries, Alterations, Ceilings/Partitions, Ironmongery, Paintwork).

Mandatory compliance:

• CIDB registration: Contractor grading of 1GB or higher (active status).
• Tax compliance: Valid Tax Clearance Certificate and Tax Compliance Status Verification Pin (or CSD registration with Supplier Number and Unique Registration Reference Number).
• CSD registration: Mandatory for all bidders (registration via www.csd.gov.za).
• B-BBEE: Submit a B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs) to qualify for preference points.
• Municipal fees: Declare that all municipal fees (electricity, water, rates) are paid up or payment arrangements are in place.
