Bids must be submitted on the official forms provided, not retyped, and must be placed in a sealed envelope marked with the tender number and description, deposited in the tender box at the main reception of Gert Sibande District Municipality, corner of Joubert and Oosthuise Streets, Ermelo, before 12h00 on the closing date. Late, telegraphic, telephonic, telex, facsimile, or email bids will not be accepted. The bid must be signed by an authorised agent, and all pages must be initialled. The original bid document must be submitted with a detailed proposal (Annexure B). The bid must include the company profile and all required forms. Bidders must not tamper with the bid documents; any unauthorised amendments will be ignored. The bid must be valid for 90 days after closing. Returnable forms include MBD1 (Invitation to Bid), MBD7 (Contract Form), and other MBD forms as provided; failure to complete all requirements will lead to disqualification.

Tenders will be evaluated in two stages: functionality evaluation followed by preference points. The 80/20 point system applies: 80 points for price and 20 points for GSDM specific goals, in accordance with the Preferential Procurement Policy Framework Act and Preferential Procurement Regulations 2022. Bidders must score a minimum threshold in functionality to proceed; the specific threshold is not stated. The contract will be awarded to the bidder scoring the highest total points, not necessarily the lowest price. Bidders must be registered on the Central Supplier Database (CSD) and be tax compliant.

The scope includes hygiene services and pest control at the GSDM main office, water laboratory, disaster centres in Mkhondo, Chief Albert Luthuli, Dipaleseng, Dr Pixley Ka Isaka Seme local municipalities, and Ermelo Airport Building. Services required monthly: servicing of SHE bins and disposal of SHE wastes; deep cleaning of toilet bowls, basins, urinals, showers, and kitchens; rodent and mice treatment using tamper-proof bait boxes (internal and external); ant treatment (flat rate); cockroach treatment (flat rate). Prices must be fixed for the first 12 months; CPIX escalation applies in years 2 and 3, subject to municipality approval. The contract period is 36 months.

Scope of work includes: Service of SHE Bins & disposal of SHE wastes (monthly), Deep Clean – Toilets bowls, Basins, Urinals, Showers, Kitchens (monthly), Rodent & mice Treatment – Bait Box internal & external with tamper proof (monthly), Ant treatment (flat rate monthly), Cockroach treatment (flat rate monthly).

Prices must be fixed for the period of 12 months. CPIX escalation rate will apply on year 2 and 3 respectively subject to approval from Gert Sibande District Municipality.

Must submit a B-BBEE certificate or sworn affidavit (for EMEs and QSEs) to qualify for preference points. Must provide a municipal clearance certificate from their local municipality indicating no arrears on municipal services accounts. Must not be persons in the service of the state as defined in the tender. Foreign suppliers must complete the questionnaire in Part B:3. The successful bidder must sign a written contract form (MBD7).

The bid price will be valid for 90 days. Payment will be made within 30 days after receipt of invoices.

Disputes must be settled by mutual consultation, mediation or in a South African court of law. The successful bidder must make good or reimburse the Council for damages arising from execution of the bid award. The successful bidder must remove all equipment and restore systems to original state at their own cost if failing to deliver as proposed. The successful bidder will report to and obey the Council's representative. Any variation must be by mutual agreement and in writing.

All bidders must be registered on the Central Supplier Database (CSD). Tenderers must have the necessary skills, experience and capacity to perform the required work.
