Submit the completed bid document clearly marked with the bid number (REQ00228) and description. Deposit it in the tender box at the reception area of the uMzinyathi District Municipality Offices, Princess Magogo Building, 39 Victoria Street, Dundee, 3000. No hand-delivery to employees is allowed.
Deadline: 05 June 2026 at 13h00. Late bids will be rejected. Telegraphic, faxed, or emailed submissions are not accepted.
Mandatory returnable documents:

Printed copy of SARS tax PIN and full CSD Report.
Original certified copies of owner’s ID (not older than six months).
Proof of company registration (CIPC).
Copy of current municipal account for all directors and the company (not owing >90 days) or a lease agreement. If operating from a director’s residence, submit a certified affidavit from SAPS. If the director is a tenant, submit a leasing agreement. If located in a rural settlement under traditional council, submit proof of residence certified by the traditional council leader and ward councillor.
Completed and stamped/signed MBD 3.1 (Pricing Schedule).
Completed Municipal Bidding Documents: MBD 1, MBD 4, MBD 6.1, MBD 8, and MBD 9.
Quotation on company letterhead.

Bidders must initial every page of the document. Failure to submit any mandatory document or complete forms as requested will invalidate the bid.

Evaluation Criteria

Evaluation is based on the 80/20 Preferential Point System.
Functionality criteria: Bidders must score a minimum of 60 points to qualify for further evaluation under the 80/20 system.
Scoring breakdown: Price accounts for 80 points; specific goals (e.g., B-BBEE) account for 20 points.
All mandatory documents must be submitted in full and correctly completed. False declarations on MBD 4 (paragraph 3.14) or CSD information will result in automatic disqualification.
The municipality is not bound to accept the lowest or any quote.

Scope: Supply, delivery, and installation of branding and signage for the Umzinyathi District Development Agency on behalf of Ssethembe Services.
Deliverables:

Metal Outdoor Factory Signage (2450mm x 1225mm): Quantity 1. Includes logo and company name installation.
Metal Outdoor Factory Signage (2350mm x 1200mm): Quantity 1. Includes logo and company name installation.
Gate Entrance Freestanding Pole Signage (2450mm x 1225mm): Quantity 1. Must include company name, contact details, and working hours.
Internal Factory Site Signs (297mm x 420mm): Quantity 10. Includes safety, emergency exit, spray booth, assembly point, product price list, office, main workshop, preparation area, moulding area, wheels and rolling, dispatch area.
Factory Signage Direction Board (1000mm x 1000mm): Quantity 2. Includes company logo and kilometres to travel.

Standards: Goods must conform to the standards mentioned in the bidding documents and specifications.
Contractual obligation: The successful bidder must sign a written contract (MBD7).

Financial Requirements

Pricing: Quoted in South African Rand (ZAR), firm, and inclusive of VAT and all disbursements (including delivery costs).
Validity: Prices must remain valid for at least 30 days from the date of offer.
Payment terms: Payments will be made promptly, but no later than 30 days after submission of a valid invoice, delivery note, and fulfillment of other contractual obligations.

Mandatory Forms: MBD 1, MBD 3.1, MBD 4 (Declaration of Interest), MBD 6.1 (Preferential Points), MBD 8 (Past SCM Practice), and MBD 9 (Certificate of Independent Bid) must be completed and submitted.
Municipal Compliance: Bidders must not have municipal rates/taxes or service charges in arrears (>90 days).
State Employees: No bids will be accepted from persons in the service of the state.
Non-Collusion: A non-collusion affidavit must be executed and submitted with the bid.
