• Points: 0 (no proposal), 25 (proposal lacks key deliverables), 35 (all key deliverables included), 40 (exceeds requirements).\n- Qualification of Project Team Leader (30 points):\n
• NQF Level 4 or higher in metalwork/welding.\n
• Points: 0 (no qualification or below NQF 4), 25 (NQF 4), 30 (NQF 5+).\n\nPhase 2: Price and Preference (80/20 system)\n- Price (80 points): Scored using the formula Ps = 80

Scope: Supply and install 1km of elephant deterrence panels with protruding rods along the western boundary of Kruger National Park.\n\nPanel specifications:\n- Metal frame/panel or metal grating dimensions: 3m x 2m.\n- If grating is not used, panel must be made from 20mm and 16mm flat bars criss-crossed.\n- Protruding rods: Made of 16mm round bars, on one side only.\n- Rod tips: Flattened/rounded to prevent harm to any living organism.\n- Rod heights: Alternating 40mm and 80mm to create an uneven surface (must prevent animals with foot circumference >50cm from stepping comfortably).\n- Strength: All rods must be tested to withstand pressure from an elephant or hard impact.\n- Coating: Panels must be coated with silver paint for visibility.\n\nInstallation requirements:\n- Apply herbicide with Glyphosate (e.g., Roundup or Seismic) to prevent grass overgrowth and ensure long-term visibility.\n- Must involve local community members from Luphisi and Spelenyane communities in the installation process. Method of inclusion must be clearly outlined.\n\nProposal requirements (max 10 pages):\n- Detail approach to procurement of materials and innovation in generating alternatives.\n- Precision in size and workmanship of the design.\n- Transportation, storage, and delivery timeline.\n- Installation plan ensuring longevity despite climatic changes, animal incursions, or human activity (including theft).\n- Duration of guarantee terms and after-sales service.\n- Additional value-add beyond the scope.\n- Programme framework with high-level security features.\n- Monitoring records and observation reports of the exercise, including human and wildlife activities.\n- Demonstrate ability to duplicate the methodology in community crop fields.\n\nSpecial conditions:\n- Bidders passing functionality must submit a 60x60 cm physical sample of the panel.\n- KNP responsibilities: Provides armed guards for labourer protection and daily site access.\n- Bidder responsibilities: Accommodation, transport, and PPE for labourers; labourers sign contracts with the service provider, not KNP.

Pricing:\n- No fixed pricing schedule. Bidder must provide a detailed, comprehensive price proposal in South African Rand (ZAR), inclusive of VAT.\n- All costs must be specified, including travel and subsistence. SANParks covers accommodation costs.\n- Price validity: Must remain firm for 90 days from the RFQ closing date.\n- SANParks reserves the right to negotiate with the recommended bidder prior to contract signing.\n\nPayment terms:\n- Payment will be made within 30 days of receipt of a valid invoice, after delivery of goods/services, in accordance with the PFMA.\n- Upon appointment, the service provider must confirm delivery on stipulated dates upon receiving a Purchase Order.
