Required documents to include: National Treasury Central Supplier Database (CSD) registration report, valid B-BBEE certificate or Sworn Affidavit (to claim specific goals), SBD 4 Bidder's Disclosure Form, SBD 6.1 Preference Points Claim Form. Evaluation will follow the 80/20 preference point system (80 points for price, 20 points for specific goals). Mandatory requirements: Must be a registered service provider on the National Treasury CSD, submit all required documentation (CSD report, B-BBEE certificate, SBD forms), and comply with SABS Procurement Terms and Conditions. Bidders must declare no conflicts of interest (e.g., state employment, relationships with SABS personnel) and certify independence in bid preparation (no collusion with competitors). Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers will be disqualified.

Scope: Supply and deliver 1000 portable electric fan heaters. Safety: Must comply with IEC 60335-2-30 or equivalent SABS-approved standard, include thermal auto cut-off switch, tip-over safety switch, and SABS 164-2 compliant plug with insulated sleeves. Performance: 220V-240V, 50Hz, minimum 1500W power rating, minimum 2 heat settings or adjustable thermostat, 'Power On' pilot light, fan-only mode preferred. Physical: Maximum weight 3kg, must include a carry handle, neutral color (White, Grey, or Black). Additional requirements: Delivery within 24 hours of order receipt, quote valid for 12 months, heaters must have a 12-month guarantee, provide a product brochure.

Quotation must include: rate per unit, transportation cost (if applicable), disbursements, and a fixed price. If foreign currencies are involved, make provision for forward cover. No advance payment will be made; payment is only upon delivery of goods as agreed. SABS is not responsible for any bidder costs incurred in preparing or submitting the bid. Quotation validity period: 120 days from closing date, extendable by 60 days at SABS' discretion.

B-BBEE status is used to claim points under the 80/20 preference system.
