Evaluation follows the Preferential Procurement Regulation 2022 and PPPFA, in five stages:

Stage 1: RFQ closing date and submission instructions — submissions only via E-tender portal before the deadline.

Stage 2: Administrative compliance — all required documents must be submitted and correctly signed.

Stage 3: Mandatory requirements — returnable documents, signed pricing schedule, and a valid Certificate of Acceptability (COA) for food premises from a Limpopo municipality. Failure disqualifies.

Stage 4: Price and specific goals under the 80/20 preference point system:

• Price: maximum 80 points, calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin).
• Specific goals: maximum 20 points, allocated as follows:
• Black-owned entities: 8 points for 100% black ownership, 4 points for 51%–99%, 0 for less than 51%. Evidence: copies of IDs, 3-month CIPC report, CSD report.
• Women-owned entities: 4 points for 100% women ownership, 2 points for 30%–99%, 0 for less than 30%. Evidence: B-BBEE certificate or sworn affidavit.

Stage 5: Due diligence, contract and award — the Commission may conduct due diligence on the preferred bidder and may negotiate best and final offers.

Day 1 (Tuesday, 29 September 2026) requirements:

• Sandwiches (variety), scones, tea and coffee — for 150 delegates.
• Soft drinks including juice (300ml cans) — 150.
• Bottled water (500ml) — 150.
• Fruits — 3 seasonal packed in 3/3 — 150.

• Bidder must bring own cutlery, plates, tablecloths, cups and serviettes.

Reporting: The service provider reports to the NLC Limpopo Office.

Duration: Once-off service, effective on appointment and receipt of purchase order, or as directed by the NLC.

Bidders may be required to submit, via courier to the NLC SCM unit within 3 working days of request, certified hard copies of qualifications, memberships certificates, COIDA, etc., for assessment. Failure to submit within the requested period renders the bid non-responsive. No specific experience or qualification thresholds are stated.

Pricing: Bidders must submit a complete and signed pricing schedule/quotation.

Evaluation: Price is scored out of 80 points under the 80/20 preference point system.

No bond, guarantee, insurance, or payment terms are stated.
