Requirements:

Mandatory documents (non-submission = automatic disqualification):

• Signed OEM letter confirming authorization to sell/distribute/support Cohecity/Veritas NetBackup software.
• Signed OEM letter confirming authorization to support/maintain Quantum Scalar i500 hardware and tape drives.
• Proof of physical address within 100 km of SABC Auckland Park, Johannesburg.

Evaluation occurs in two phases: prequalification and technical/price evaluation.

Prequalification (Mandatory):

• Non-submission of mandatory documents (OEM letters, physical address proof) = automatic disqualification.
• Compliance with CSD, Tax Clearance, BBBEE, and TV License requirements is mandatory.
• Bidders with tax defaults, invalid TV licenses, or no CSD registration are disqualified.

Technical Evaluation (Phase 2):

• Scored out of 100 points.
• Minimum threshold: 85/100 to proceed to price and B-BBEE evaluation.
• Criteria breakdown:

• Compliance with specifications (40 points): Detailed cost breakdown for hardware/software as per sections 5.1 and 5.2.

• Company experience (25 points): Minimum 2 reference letters for similar projects (10 pts for 2, 15 pts for >3). Additional points for detailed support base (5 pts each for Cohecity/Veritas and Quantum engineers).

• Contract flexibility (15 points): Ability to add new licensing (5 pts), support regardless of license purchase source (5 pts), back-to-back contract with Veritas (5 pts).

• Service provider response time (20 points): Call center/desk procedures (10 pts), spares availability (10 pts for local, 5 pts for international).

Price and Specific Goals (80/20 System):

• Price: 80 points (calculated using formula: Ps = 80

• (1 - (Pt - Pmin)/Pmin)).

• B-BBEE Specific Goals: 20 points (EME/SME 51% Black-owned: 10 pts, 51% Black-owned: 5 pts, 51% Black women-owned: 3 pts, Black Youth: 2 pts).
• Highest total points (technical + price + B-BBEE) wins. Ties resolved by drawing lots.

Disqualifiers:

• Missing mandatory documents.
• Late submissions.
• Non-PDF or editable submissions.
• Former SABC employees (12-month cooling-off) or criminal records.
• Subcontracting >30% to lower BEE-level entities (unless to EMEs).

Scope: Maintenance and support of Cohecity/Veritas NetBackup software and Quantum library (5 x Quantum LTO-7 tape drives) for 12 months.

Key Requirements:

• Strictly limited to maintenance and support (no extended subscription lock-in).
• OEM partnership preferred for specialized/qualified engineer support.
• Certified technicians/engineers required for maintenance and support.
• 24x7x365 support SLA with 4-hour turnaround time for system failures.
• Clear callout and escalation procedures mandatory.
• Monthly SLA performance reporting.
• Capacity reporting and monitoring must be contractually included.
• Deliverables: Defined for 12-month period, including options analysis and costed recommendations.
• Flexible contract to allow adding new licensing at SABC’s discretion (written notice via email/fax).
• Support environment regardless of where licenses were purchased.
• Spares: Local (SA) preferred; international acceptable with lower points.

Hardware Support (Quantum):

• Scalar i500 Base System (23U, no drives): Onsite + Quantum spares, 7x24TS + 4HR, annual, zone 1.
• Expansion Module (9U): Onsite + Quantum spares, 7x24TS + 4HR, annual, zone 1.
• Tape Drive Module (5 units): Partner Onsite + Quantum spares, 7x24TS + 4HR, annual, zone 1.

Software Support:

• NetBackup Enterprise xplat (165 front-end TB, on-premises, 12-month subscription + partner essential maintenance).

Pricing:

• Detailed cost breakdown required for all items (hardware/software) using Annexure F (Pricing Schedule).
• Include indirect costs associated with service delivery.
• Separate financial/pricing attachment from technical response.

Payment Terms:

• Payment within 60 days after service delivery and invoice submission.

Bid Validity:

• Quotation must remain valid for 90 days from closing date.

Mandatory Compliance (Disqualification if non-compliant):

• Central Supplier Database (CSD) registration.
• Valid TV License Statement for the company, all active directors, and shareholders (SABC will verify internally).
• Valid Tax Clearance Certificate or SARS PIN.
• Valid B-BBEE Certificate (SANAS-accredited) or sworn affidavit.
• Certified copy of Company Registration Document (name, registration number, date, active directors/members).
• Certified copy of Shareholders’ certificates.
• Certified copy of ID documents of directors/members.
• Proof of physical address within 100 km of SABC Auckland Park, Johannesburg.
• Signed OEM letters for Cohesity/Veritas and Quantum hardware support.

Additional Notes:

• No contract awarded to bidders with outstanding tax matters, invalid TV licenses, or no CSD registration.
• Bidders must declare any conflicts of interest (Annexure A).
• Subcontracting requires SABC approval; max 30% to enterprises with lower B-BBEE status unless subcontracted to an EME.
• Blacklisted bidders or those with fraud/misrepresentation records are disqualified.
• SABC former employees/board members: 12-month cooling-off period (5 years if dismissed for misconduct).
• B-BBEE Specific Goals (20 points):

• EME/SME 51% Black-owned: 10 points.

• 51% Black-owned: 5 points.

• 51% Black women-owned: 3 points.

• Black Youth: 2 points.

• Acceptable evidence for B-BBEE: Valid certificate, sworn affidavit, CIPC documents, ID copies of owners/shareholders.
