Late submissions will be rejected. Mandatory site visit on 28 May 2026 (11:00-12:00) at 7 Bosbou Avenue, Grabouw. Failure to attend disqualifies the bid. Required forms: SBD1, SBD4, SBD6.1, Tax Clearance Certificate, B-BBEE Certificate (or EME/QSE Affidavit), CSD Registration Report. Quotation validity: 60 days from closing date.

4-stage evaluation process: (1) Compliance: Submit all returnable documents (SBD1, SBD4, SBD6.1, Tax Clearance, B-BBEE, CSD Report). Mandatory site visit attendance. Non-compliance disqualifies. (2) Functional/Technical: Weighted criteria (40 points total). References (20 pts: 4+=20, 3=15, 2=10, 1=5, 0=0). Company experience (20 pts: >3 yrs=20, 2-3 yrs=10, 0-1 yr=0). Minimum threshold: 25 points. (3) Price & Specific Goals: 80/20 Preference Point System (for bids >R2,000). Specific Goals: B-BBEE status (20 pts: EME/QSE=20, Level 1-4=20, Level 5+=5). (4) Objective Criteria: Risk of wasteful expenditure, abnormally low bid, material irregularity, litigation history, poor past performance. PPECB reserves right to accept non-lowest bid or cancel RFQ.

Scope: General maintenance services for Grabouw Office (5-year contract, renewable for 2 years). Services include: lawn mowing/trimming, litter collection/removal, tree/shrub maintenance, tree trimming, gutter cleaning, general cleaning around office, sidewalk cleaning at entrances. Must adhere to Occupational Health and Safety Act. Contractor responsible for safety, labor, machinery, tools, and materials. Services required once/month or as needed, 08:00-16:00. If office relocates within Grabouw, services continue at new location unless landlord provides them. Quotes must be VAT-inclusive hourly rates. PPECB may limit daily hours or prescribe specific hours. No equipment storage provided by PPECB.

Quotation must be VAT-inclusive and based on hourly rates. Bid validity: 60 days. 80/20 Preference Point System applies for bids >R2,000 (price + B-BBEE points). For bids <R2,000, price is the sole determinant. Successful bidder responsible for all work, materials, tools, and equipment costs. PPECB not liable for bid preparation costs.
