Returnable documents — all must be completed, signed and submitted with the quotation:

• SBD 1 (Procurement Invitation), signed and completed, including SBD 4, SBD 6.1 and the signed Bid Submission Certificate form.

Evaluation stages:

• Stage 1: Compliance with submission requirements — bidders must provide all mandatory documents or be disqualified.
• Stage 2: Evaluation against technical specifications, including quality (Stage 2A), possible due diligence interviews (Stage 2B), and reference checks (Stage 2C). Bidders must achieve the minimum threshold in the specification to proceed.
• Stage 3: Price/preference evaluation using the 80/20 preference point system — price 80 points, specific goals 20 points. The lowest priced bid receives maximum points; others are ranked relative to it. Preference points claimed are added for final ranking.
• Stage 4: Tax compliance check — non-compliant bidders have 7 working days to provide proof of compliance.
• Stage 5: Award and contract signing.

Preference points (specific goals) are claimed via SBD 6.1. A valid B-BBEE certificate is required to earn points; failure to submit one means no points for specific goals.

Scope: Provide basic training on snake identification, handling and bite treatment for 8 SAEON staff. Training must be conducted in person and in English, either at the service provider's premises in Hoedspruit or on-site at WITS Rural Facility (Mpumalanga).

Training topics must cover:

• Snake Species Identification
• Snake Awareness and Handling
• Prevention of Snake bite
• Snake Behaviour and Biology
• Myths and Superstitions
• First Aid for Snake bites, Spider bites and Scorpion stings, including availability and use of antivenom

Course accreditation: The course must be accredited by at least one of:

• The Field Guides Association of Southern Africa
• The National Federation of Tourist Guides & Affiliates
• The South African Herpetological Association

Deliverables: Training material must be supplied. Certificates must be issued upon completion (attendance or competency). Reference letters from at least two clients who received the same training must be submitted.

Pricing schedule (SBD 3.2): Basic Snake Handling, Identification & Bite Treatment, quantity 8, unit of measure EA. The total price excluding VAT, VAT, and total contract including VAT (ceiling price) must be stated.

Price quoted in South African Rands, fully inclusive of all costs including delivery to the specified NRF price delivery point, VAT, income tax, UIF contributions, and skills development levies. Firm quantities are required. The contract ceiling price includes firm and potential future quantities; the NRF pays only for verified deliveries/performances. Price adjustments per GCC clause 17.1, with rules in the Special Conditions of Contract. If different delivery points affect pricing, a separate pricing schedule is required for each. Detailed pricing support (e.g. costed bill of quantities) is optional. Pricing is subject to preference points per SBD 6.1.

Mandatory requirements:

Tax compliance: Bidders must be tax compliant and submit their SARS tax compliance status PIN or CSD number. No bids will be considered from persons in the service of the state, or companies/close corporations with directors/members who are state employees.

Preference point system: 80/20 (price 80 points, specific goals 20 points). Specific goals and points claimed:

• B-BBEE Status Level 1-3: 8 points
• B-BBEE Status Level 4-6: 6 points
• B-BBEE Status Level 7-8: 2 points
• Supplier at least 51% Black-owned: 3 points
• Supplier at least 51% Black female-owned: 3 points
• Supplier at least 51% Black youth-owned: 1 point
• Supplier at least 51% owned by People with Disabilities: 1 point
• EME or QSE: 4 points

When working on NRF sites:

• All personnel must obtain safety induction.
• Comply with the Occupational Health and Safety Act and its Regulations, and follow all health and safety instructions from site safety personnel.
• Wear personal protective equipment at all times: closed safety shoes, hard hats, height safety equipment, high visibility vests.
• Obey instructions and signage regarding restricted access and speed limits.
• The contracted party is responsible for itself, its employees, and those affected by its operations.
• Provide a valid Letter of Good Standing in terms of the COID Act and ensure it does not expire during the contract.
• Furnish registration number with the Compensation Commissioner.
• Enter into a Section 37.2 agreement in terms of the OHS Act.
• Maintain a health and safety plan at the work site.
• Each team member (including sub-contracted personnel) must submit a signed indemnity form before entering the work site.

Contract period: Once off.

Service provider obligations:

• Exercise reasonable skill, care and diligence in rendering services.
• Deliver services during normal working hours (Monday to Friday, excluding public holidays, 08h30 to 17h00) unless otherwise agreed.
• Not do anything that may prejudice or be adverse to NRF operations.
• Submit information and reports as specified in the agreed service request.
• Correspond and deliver services only to the NRF and its end users.

Communication: In writing via mail, delivery, or email, stating the contract number and purchase order number.

Performance levels: The NRF measures performance against set levels. Failure to meet them has material adverse impact; the bidder must investigate root causes, correct failures, advise the NRF of remedial efforts, and take preventative measures. Non-performance due to NRF acts/omissions or force majeure is excused. Measurement: completeness of delivery against the approved purchase order; no completion certificate or invoice will be paid if delivery is not satisfactory.

Evaluation stages: Stage 1 – compliance to submission requirements; Stage 2 – evaluation against technical specifications including quality; Stage 2B – due diligence interviews or proof of delivery/concept; Stage 2C – due diligence research confirming reference letters; Stage 3 – price/preference evaluation using the 80/20 preference point system (price 80 points, specific goals 20 points); Stage 4 – checking tax compliance; Stage 5 – award and contract signing. Bidders must achieve the minimum threshold in the specification to enter the price/preference scoring stage. The NRF ranks qualifying bids on price, with the lowest priced bid receiving maximum points and the remainder ranked in relation to it. Preference points claimed are added to the price score for the final ranking.
