F2 (20%): Proven advisory track record in the ICT value chain (data transformation, ICT governance, ITSM, project portfolio governance) in the public sector (last 5 years). F4 (10%): Lead Advisor’s IT Service Management certification (ITIL 4 Managing Professional/Expert). Evidence: Certified copies. Scope: Appointment of a professional service provider to deliver strategic ICT advisory services for 12 months, reporting to the Office of the CFO. Key deliverables: Enterprise Data Transformation Strategy: Conduct current-state assessment of data landscape, define future-state Enterprise Data Architecture, develop multi-year Data Transformation Strategy (roadmap, business case, benefits realisation plan), establish Data Governance Framework (DAMA-DMBOK aligned), define standards for data quality/master/reference data/metadata/classification/retention/disposal, advise on modernisation of data platforms (warehouse, lake, Lakehouse), IT/OT integration (SCADA, telemetry, smart metering), and responsible AI/ML use. Ensure compliance with POPIA, PAIA, King IV, MFMA, PFMA. ICT Governance Framework: Develop and maintain ICT governance framework, policies, and standards (COBIT 2019, ISO/IEC 38500, ITIL 4), align ICT strategy with business objectives, report to CFO/Executive Leadership/Board sub-committees. ITSM & Project Governance: Govern ITIL 4 service management practices, define SLAs/OLAs, oversee project portfolio governance (prioritisation, funding, stage-gate reviews), integrate project governance (PMBOK/PRINCE2) into SDLC and agile frameworks. ICT Performance: Develop ICT performance metrics, KPIs, dashboards, scorecards, benchmark ICT capabilities, advise on ICT investment prioritisation. Capacity Building: Mentor/coach senior stakeholders, develop skills transfer plan to upskill Johannesburg Water personnel and reduce external dependency.

Bidder qualifications: Must be suitably qualified, experienced, and reputable. Lead Advisor requirements: Depth and relevance of CIO-level experience within South African State-Owned Entities, municipal entities, or organs of state. Proven advisory track record across the ICT value chain (data transformation, ICT governance, ITSM, project portfolio governance) in the public sector (last 5 years). Certifications required: Project Management (PMP/PMBOK), IT Service Management (ITIL 4 Managing Professional/Expert), IT Governance (COBIT 2019/CGEIT).
