• The total quotation value must include all applicable taxes (VAT, PAYE, income tax, UIF, SDL). Failure to include taxes will lead to disqualification.
• Submit all required returnable documents as listed in the Administrative Requirements.
• Ensure all attached MBD forms (MBD 4, MBD 6.1, MBD 8, MBD 9) are duly completed and signed.
• Submit a valid B‑BBEE certificate or sworn affidavit (non‑compliant affidavit will score zero).
• Submit proof of CSD registration (MAAA Supplier Number).
• Submit a copy of a valid lease agreement or municipal account statement not older than 3 months and not in arrears for more than 90 days.
• Quotations must be in PDF format only (MS Word, Excel, or pictures are not allowed).
• Where applicable, submit a properly signed Joint Venture Agreement.
• Acceptance of a quotation is subject to Johannesburg Water's Supply Chain Policy.

Administrative Requirements – Provide the following documents:

1. Original valid Tax Clearance Certificate / valid SARS PIN (Compulsory).
2. Certified/original valid B‑BBEE certificate or affidavit (Compulsory; non‑compliant affidavits will score zero).
3. Municipal rates and taxes statement (must not be older than 90 days in arrears).
4. Signed Declaration of Interest (MBD 4) (Compulsory).
5. Declaration of past supply‑chain management practices (MBD 8) (Compulsory).
6. Certificate of Independent Bid Determination (MBD 9) (Compulsory).
7. Proof of CSD registration / MAAA Supplier Number (Compulsory).
8. Preference Points Claim Form (MBD 6.1) (Compulsory).
9. Company registration documents with ID copies of directors/shareholders (Compulsory).

• Quotations will be evaluated using the 80/20 preference point scoring system as per the Preferential Procurement Policy Framework Act (PPPFA) 2022.
• 80 points are allocated for price.
• 20 points are allocated for specific goals (e.g., B‑BBEE contribution and other goals defined in the tender).
• Points for specific goals must be claimed by submitting the required proof/documentation with the tender. Failure to submit proof means no points will be awarded for specific goals.
• The organ of state reserves the right to require substantiation of any preference claim at any time.
• Minimum eligibility: no persons in the service of the state, no blacklisted suppliers, no listings on restricted suppliers or tender defaulters registers, no convictions for fraud/corruption in the past 5 years, no municipal tax arrears >3 months, no contract terminations for non‑performance in the past 5 years.

Scope: Public Participation services.

• Provide facilitators and team leaders for public participation activities; include your markup on the daily rates for both roles.

Mandatory Requirements:

1. Complete the Bill of Quantities (BOQ) or specification where applicable.
2. Attend any compulsory site briefing (where applicable).
3. Attach datasheet, reference letter, proof of certification/accreditation and any functionality requirements (where applicable).
4. No bids will be accepted from persons in the service of the state.
5. No bids will be accepted from suppliers black‑listed by National Treasury or any national authority for non‑performance.
6. All quotations must be submitted in PDF format on company letterhead; brand names must be included where required.
7. Where a Joint Venture is used, a properly signed Joint Venture Agreement must be submitted.
8. All quotes must comply with Johannesburg Water’s General Conditions of Contract and any special conditions referenced.

A "competitor" is any individual or organisation (other than the bidder) that:

• Has been invited to submit a bid for this RFQ, or could reasonably be expected to submit a bid based on its qualifications, abilities or experience.
• Provides the same goods/services or operates in the same line of business as the bidder.

MBD 3.1 Pricing Schedule – Firm Prices (Purchases): Only firm prices will be accepted. Non‑firm prices (including those subject to exchange‑rate variations) will not be considered. If different delivery points affect pricing, a separate pricing schedule must be submitted for each delivery point. The schedule must include item number, quantity, description, unit price, total price, VAT at 15%, and grand total (inclusive of all taxes).

• Use the MBD 3.1 Pricing Schedule – Firm Prices.
• Only firm prices will be accepted; non‑firm prices (including those subject to exchange‑rate variations) are disqualified.
• Prices must be quoted in South African Rand and include all applicable taxes (VAT, PAYE, income tax, UIF, SDL).
• All delivery costs must be included in the quoted price for delivery to the prescribed destination.
• Confirm that you do not owe municipal rates or taxes that are in arrears for more than three months.
• Declare whether any past contracts were terminated due to failure to perform.
• Offer validity: 60 days from the closing date.

• Register on the Central Supplier Database (CSD) and provide proof of registration (MAAA Supplier Number).
• Tax Compliance: Submit an original valid Tax Clearance Certificate or valid SARS PIN.
• B‑BBEE Compliance: Submit a valid B‑BBEE certificate or a sworn affidavit that complies with the B‑BBEE Practice Guide (non‑compliant affidavits will score zero).

MBD 9 Certificate of Independent Bid Determination – The bidder must certify that no collusive bidding or bid‑rigging has occurred. The certificate must be signed and submitted with the bid to comply with the Competition Act and Municipal Supply Regulation 38.

MBD 8 Declaration of Bidder’s Past Supply Chain Management Practices – The bidder must declare that it has not abused supply‑chain management systems, has no convictions for fraud/corruption in the past five years, has no listings on restricted suppliers or tender defaulters registers, owes no municipal taxes in arrears >3 months, and has not had contracts terminated for non‑performance in the past five years. Complete the questionnaire and certify the information.

MBD 6.1 Preference Points Claim Form – The form must be completed by the tenderer and include details of specific goals (e.g., B‑BBEE ownership, Black Youth participation) and supporting documentation. The applicable preference point system (80/20 or 90/10) will be indicated by the organ of state. Failure to provide required proof will result in no preference points being awarded.
