Scope: Appointment of a Registered Professional Valuer to conduct property valuations for servitude acquisition for the Carlswald Sewer Pipeline Upgrade Project (Holdings 71, 112, 113, Carlswald Agricultural Holdings). Deliverables: 1) Review title deeds, SG diagrams, zoning certificates, and existing valuation reports. 2) Conduct site inspections. 3) Apply Before-and-After and Direct Comparison valuation methods. 4) Determine market-related compensation values for servitude rights. 5) Submit three detailed valuation reports (one per property) and one consolidated summary schedule of compensation values, including maps, photographs, and comparable sales data. Compliance: Reports must adhere to the Property Valuers Profession Act and International Valuation Standards (IVS). Programme: Draft reports due within 15 working days of receiving all information; final reports due within 5 working days after review comments. Key Personnel: Mandatory Lead Valuer must be SACPVP-registered with 5+ years post-registration experience, submit CV and certified registration certificate, and have experience in servitude/infrastructure/municipal valuations. Company must demonstrate 3+ completed similar projects (servitudes, rights-in-land, infrastructure corridors, or municipal property) with signed reference letters.
