Evaluation is conducted in two phases. Phase One: Compliance and responsiveness to bid rules and conditions (mandatory). Bids failing this phase are eliminated. Phase Two: Price (80 points) and Specific Goals (20 points) under PPPFA Regulations 2022. Total: 100 points. Specific Goals include local content (100% threshold for Steel Products, PVC, Concrete, and Components), locality (preference for Mbhashe or Mnquma Local Municipality), disability, and other designated criteria. SBD 6.1 must be completed to claim points. Joint ventures must submit a JV agreement and proportionate proof for points claimed. Quality/functionality scoring: Not applicable. Arithmetical errors: Amounts in words take precedence over figures. VAT discrepancies follow National Treasury prescripts. CIDB practice notes apply for errors. Scope: Rehabilitation, renovations, and refurbishments to DSD service offices in Cluster 5 (Idutywa Cluster Offices, Idutywa Multi-Purpose, Ngqamakhwe). Contract based on JBCC Edition 6.2 (May 2018). Duration: 24 months from commencement. Work includes all trades listed in the Bills of Quantities (preliminaries and final summary). EPWP requirements and specifications apply. Occupational Health and Safety (OHS) specifications per SANS/Construction Regulations 2014 must be adhered to. Contractor must demonstrate competencies and resources to execute work safely. All materials must meet or exceed specified standards; equivalent or better alternatives are acceptable for branded items. Contractor must maximize sourcing of materials from Eastern Cape-based suppliers/manufacturers. No alternative tender offers will be considered.

Pricing must be in South African Rands (ZAR), inclusive of all duties, taxes (except VAT), and levies applicable 14 days before closing. VAT (15%) must be shown separately if applicable. Rates must be fixed for the contract duration. Priced Bills of Quantities and Final Summary are mandatory. Performance Bond/Guarantee/Surety/Security (format per DPWI policy) required from the preferred tenderer within 21 days of appointment. Tender security: Not specified (marked as N/A). Mandatory: CIDB Grade 3GB or higher in General Building (GB) class of works. Active CIDB status must be maintained throughout the bidding process. CSD registration with valid tax compliance (SARS TCS PIN or CSD number). Proof of CSD registration and CIDB certificate must be submitted. Compensation Fund or licensed insurer registration (COIDA). SBD 4 (Declaration of Interest) and Compulsory Enterprise Questionnaire must be completed. POPIA consent form required. Joint ventures: all members must be CIDB-registered; lead partner must have GB grading; combined grading must meet 3GB or higher. No awards to persons in the service of the state or their close family members. B-BBEE compliance verified via CSD. Local content: 100% threshold for Steel Products, PVC, Concrete, and Components; Declaration Certificate for Local Production and Content must be submitted.
