Submit a sealed, signed tender in the official tender box at 29 Du Toit Street, Stellenbosch by 11:00 on 05 June 2026. Use the official tender forms (do not re-type). Corrections must be in black ink; no correction fluid (Tippex) allowed. Missing pages or unsigned documents will disqualify the bid. Evaluation based on: compliance to specifications, value for money, capability to execute the contract, and PPPFA regulations. Bidders must be registered on CWDM Supplier Database and Central Supplier Database. Tax matters must be in order with SARS (Tax Compliance Status Pin required). Municipal accounts must not be in arrears (>3 months). Valid Compensation Fund Letter of Good Standing required. Directors must not have history of supply chain abuse. Consortiums must submit consolidated B-BBEE certificates. B-BBEE Status Level Verification Certificate (SANAS/IRBA-accredited) or sworn affidavit (EMEs/QSEs) required for preference points; non-submission = 0 points for B-BBEE but not disqualified. Locality preference points require proof (municipal account <90 days, lease agreement, or bank letter). Supply and deliver tools and equipment for 12 months (01 July 2026 to 31 May 2027). Deliver to Cape Winelands District Municipality locations (Stellenbosch, Paarl, Worcester, Ceres, Robertson) within 30 days of order or as agreed. Unit prices must be fixed for the contract duration; no price increases allowed. Prices must include delivery, labour, transport, consumables, and all related costs. Delivery notes must reference the official order number. Tools/equipment must meet minimum specifications; submit brochures with specifications and images (non-submission = non-responsive). Assembly may be required at delivery addresses. Municipality reserves the right to adjust quantities and is not obligated to order all items. Pricing must be in unit prices per item on the prescribed schedule (no alternatives). VAT must be included if applicable; if bidder is not VAT-registered, the submitted price is used for evaluation. Payment within 30 calendar days of invoice. Prices must remain fixed for 12 months. No hidden costs allowed. Forward cover for exchange rate fluctuations is the bidder’s responsibility if importing components. Tax invoices must comply with VAT Act requirements; VAT number must be shown for invoices >R3,000. Mandatory: Tax Compliance Status Pin (from SARS website) for all bidders; each consortium/joint venture member must submit separately. Letter of Good Standing from Compensation Commissioner (valid at closing) or equivalent insurance proof required.
