Phase 3 – Technical Scoring (applicable to the category bid):
Minimum functional score = 70 %. Phase 4 – Preference Point System (specific goals): up to 20 points for black ownership, black women ownership, ownership by Black Designated Groups and SMME promotion. Phase 5 – Objective Criteria: risk assessment (reputational, concentration, financial capability, past performance). The highest total score (technical + preference) ranks the bidder; ties broken by technical score then alphabetical order. Only the top three bidders per service category (max 27 total) are appointed to the panel.
