Steps: (1) Register as a portal user, (2) Capture supplier details to receive a vendor number, (3) Navigate to 'Formal' > 'Current' tenders, select this tender (TEN0000000077/GTAC004-2026-27), and complete the submission wizard. Only submitted bids are eligible. Late submissions are disqualified. Required returnable documents: SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Point Claim Form). Failure to submit or fully complete SBD 6.1 forfeits specific goal points. SBD 4 must be true and complete; false disclosures may disqualify the bid. Bid validity period: 60 days from closing date.

Evaluation follows a two-phase process: (1) Administrative Compliance (Non-Disqualification): Review of tax compliance and CSD registration at closing date. (2) Mandatory Compliance (Disqualification/Pre-Qualification): Failure to submit mandatory documents disqualifies the bid. Mandatory requirements: (a) No bidder representative employed by the State, (b) CSD registration at closing date, (c) Submission of price/financial proposal (SBD 3.3), (d) Microsoft Solutions Designation letter (covering Microsoft 365 E5, Azure SQL Database, and Office 365 file storage). Phase 2: Price (80 points) and Specific Goals (20 points). Specific Goals: HDI ownership ≥30% (10 points), Women ownership ≥30% (10 points). CSD report used to confirm/award points. Phase 3: SITA verifies pricing against Microsoft schedules and discounts post-evaluation.

Scope: Supply, manage, and govern Microsoft 365 E5 licenses, Azure SQL Database, and Office 365 extra file storage for MFIP PMU. Deliverables: (1) Microsoft 365 E5: 136 licenses (Word, Excel, PowerPoint, OneDrive, Outlook, Teams, Power BI Pro), 5 Teams Premium licenses, 1 Vision Plan One license. Includes web/mobile versions, activation, maintenance, user management, troubleshooting, license mix optimization, and renewal planning. (2) Azure SQL Database: 250GB database with automated backups, advisory/consultation, and monthly usage reports. (3) Office 365 Extra File Storage: 6TB additional storage. (4) Support: Basic technical support for Microsoft environment; 6 hours advanced support/troubleshooting; ensure high availability/performance of Azure SQL; assist with security/compliance (aligned to National Treasury standards). Contract duration: 01 July 2026 to 30 June 2027 (12 months). Expertise required: Licensed Microsoft Licensing Solution Provider/partner with demonstrated capability in Microsoft 365 tenant administration, Azure SQL provisioning/backup, enterprise cloud storage, security/compliance (e.g., advanced threat protection, identity management), and Microsoft 365 roadmap support. Must assist with under-utilized license identification.

Pricing: Submit all project-related costs (professional fees, disbursements, etc.) inclusive of VAT on SBD 3.3 via the e-procurement portal. GTAC reserves the right to negotiate rates with recommended bidders. Payment terms: Fees exclude direct costs (e.g., travel); GTAC does not cover travel/parking. SITA will verify pricing against Microsoft schedules and discounts post-evaluation.

Mandatory: (1) Valid tax PIN and CSD registration at bid closing (consortiums/JVs/sub-contractors must each submit separate validation). Tax non-compliance may be remedied within 7 working days of award; failure to remedy invalidates the bid. (2) Registered on CSD at closing date. (3) Microsoft Solutions Designation letter for Microsoft 365 E5, Azure SQL Database, and Office 365 file storage. (4) Beneficial ownership disclosure: Name, DOB, ID/passport, residential address, occupation, and nature/extent of control for each beneficial owner (per CIPC register). B-BBEE: CSD report used to confirm/award points for specific goals (HDI and women ownership).
