The appointment of the professional service provider to provide a co-sourced internal audit service to the department of forestry, fisheries and the environment for a period of three (03) years.

• Submit one bound master original document plus an electronic copy on USB.
• Include a table of contents indicating location of each document.
• Attach all standard bidding documents (SBD 1, 3.3, 4 and 6.1).
• Provide a completed and signed SBD 1 – Invitation to Bid.
• Provide a completed SBD 3.3 – Pricing Schedule and Annexure A with hourly rates, disbursements (max 7%) and VAT.
• Provide a completed and signed SBD 4 – Bidders Disclosure.
• Provide a completed and signed SBD 6.1 – Preference Points Claim (if claiming B‑BBEE points).
• Include a copy of the Central Supplier Database (CSD) registration report or MAAA number.
• Include SARS Tax PIN certificate (or proof of tax compliance).
• Include a valid B‑BBEE Status Level Verification Certificate (SANAS accredited, CIPC or sworn affidavit).
• Include Letter of Authority to sign documents on behalf of the company.
• Provide CVs (Annexure B) for Senior Manager/Director and Project Manager on the DFFE template; ensure roles match the organogram.
• Provide organogram, detailed project plan, and weekly progress reporting schedule.
• All returnable documents must be submitted by the closing date (28 January 2026, 11:00 AM). Late submissions will be rejected.

Phase 1 – Pre‑compliance: check for submission of all required returnable documents, CSD registration, tax compliance and B‑BBEE evidence.

Phase 2 – Mandatory requirements: verify mandatory items (membership of Institute of Internal Auditors, CIA certification for Director/Partner, etc.). Non‑compliance leads to disqualification.

Phase 3 – Functionality (weight 100 points): assess experience (minimum 5 public‑sector internal audit projects), qualifications (NQF 9‑6 levels), and CV evidence. Minimum score 75 % required to proceed.

Phase 4 – Price and Preference Points (80/20 split): price score calculated as Ps = 80[1‑(Pt‑Pmin)/Pmin]; up to 20 preference points for >50 % Black, women or disabled ownership. Highest combined score wins, provided all phases are passed.

Scope: Co‑sourced internal audit service for three (3) years, supporting the Directorate: Internal Audit (DIA) and Audit & Risk Committee (ARC).

Deliverables include strategic and annual IA plans, risk‑based audit programmes, weekly progress reports, audit reports (draft and final), working papers, and assistance with ARC minutes.

Provider must transfer skills to in‑house team and submit a skills‑transfer plan.

Audit team must be registered with the Institute of Internal Auditors and hold relevant qualifications (CIA, NQF 9‑6).

• Must be registered on the Central Supplier Database (CSD) and provide the registration report.
• Tax compliance required: valid SARS Tax PIN certificate.
• B‑BBEE verification required (SANAS‑accredited certificate, CIPC certificate or sworn affidavit).
• Professional registrations: membership of the Institute of Internal Auditors (IIA) and Certified Internal Auditor (CIA) for the Director/Partner.
• Must comply with PFMA, Treasury Regulations, Income Tax Act and VAT Act throughout the contract.
• Adherence to POPIA for handling personal information.
• CIDB registration not explicitly required.
• CIPC registration required (company must be a valid legal entity).
