Evaluation follows a 4-stage process under the Preferential Procurement Policy Framework Act (2022): - Stage 1: Pre-Evaluation (Mandatory): Disqualification if any of the following are missing: CIDB Grading 5GB or higher, valid SARS tax clearance, CSD registration report, municipal payment proof (≤90 days), COIDA letter of good standing, 3-year financial statements (2023-2025), attendance at compulsory briefing, completed returnable schedules, or rates for all Bill of Quantities items. - Stage 2: Functionality (100 points, min. 70 threshold): Criteria: A.
