Evaluation is based on Functionality (minimum 80% required to proceed), Price, and Preference. Functionality criteria and points: Experience of Bidder (45 points: appointment letters for recent municipal financial consulting work, max 5 letters at 5 points each); Proof of Impact on AGSA Audit Outcomes (25 points: 10 points for clean audit, 5 for unqualified with findings, 0 for qualified or worse); Experience of Key Personnel - Director (20 points: CA/SAICA, mSCOA Trainer/CIGFARO, or Actuarial Scientist/ASSA with 10+ years = 20 points, 6-9 years = 15 points, 3-5 years = 10 points, 1-2 years = 5 points); Experience of Key Personnel - Project Lead/Manager (10 points: same professions with 10+ years = 10 points, 6-9 years = 5 points, 1-5 years = 3 points). Price and Preference use the 80/20 system: 80 points for price, 20 points for Specific Goals (Ownership: 12 points for 100% black-owned EME/QSE, 8 for 51% black-owned; Local Business: 6 points for rural Ugu District, 4 for urban Ugu District, 2 for KwaZulu-Natal Province; Other: 2 points for 100% Youth/Women/Disabled-owned). Scope includes: Financial planning, budgeting, and funding support (e.g., MTREF, tariff modelling, cash-backed reserves); Financial statements and GRAP reporting (e.g., annual financial statements, in-year reporting, audit files); Audit readiness and AGSA action plans (e.g., corrective action plans, pre-audit assessments, root cause analysis); Revenue management and enhancement (e.g., debtors analysis, revenue leakage, meter-to-cash processes); Cash flow, liquidity, and financial recovery (e.g., forecasts, payment strategies, turnaround plans); Expenditure, creditors, payroll, and compliance (e.g., controls, reconciliations, irregular expenditure analysis); Asset management, inventory, and insurance (e.g., fixed asset register, GRAP compliance, risk interfaces); Grant management (e.g., compliance, spending plans, performance monitoring); SCM and procurement advisory (e.g., financial implications of tenders, cost estimates, affordability analysis); Systems, mSCOA, and financial data support (e.g., optimisation, data cleansing, reporting automation); Governance, internal controls, and risk (e.g., frameworks, risk assessments, committee reporting); Capacity building and skills transfer (e.g., training, coaching, manuals). Panel members must provide rapid, specialized support with output-based assignments, knowledge transfer, and adherence to municipal policies and legislation. No guarantee of work; assignments are call-off based. Deliverables may include reports, models, plans, training materials, and audit support. Performance is evaluated per assignment.

Submit pricing in the prescribed rate schedule template (VAT-inclusive) for each consultant category (Company Director, Project Manager, Senior Consultant, Intermediate Consultant, Junior Consultant) per year (Years 1-3). Include separate rates for Revenue Collection (% profit split) and VAT Recovery & Quality Assurance (% split). Rates are subject to standardization and negotiation. Travel and disbursements are reimbursed at actual cost with prior approval, subject to Cost Containment Policy and MFMA Circulars 82 and 97. Payment terms: within 30 days of invoice receipt. Bids must remain valid for 90 days.
