• Register and log in before uploading any documents.
• Upload all required returnable documents (see Part T2 schedules) as separate files; each upload may be up to 30 MB and multiple uploads are allowed.
• Submit the complete bid at least one business day before the closing time to avoid technical issues.
• Closing time is 11:00 am on 13 January 2026; no late submissions will be accepted.
• Submissions must be made only through the portal – telephonic, fax or e‑mail bids are not accepted.
• Ensure the bid package contains only documents for this tender and is marked with the tender number, description and attention to the Employer’s Agent (Estelle van Wyk).
• Failure to comply with the above (e.g., late upload, incorrect format, missing returnables) may result in disqualification.

• Total score = 100 points: Price 80 points, Specific Goals (B‑BBEE, Black Youth ownership, etc.) 20 points.
• Preference points are awarded only if the tender is administratively and substantively responsive and the specific‑goal evidence is provided; otherwise zero points for that goal.
• 80/20 weighting applies only when the total value of responsive tenders is ≤ R50 million (inclusive of tax).
• The highest overall score (price + preference points) will be considered, subject to any objective criteria identified during due‑diligence.
• No alternative offers will be considered; the lowest price is not automatically accepted.

Scope: Supply and install four air‑conditioners at the Upington depot.

• Expected contract duration: 1 month.
• Must comply with CIDB Standard Conditions of Tender and relevant South African standards.
• Deliverables include equipment, installation, testing and commissioning.
• Contractor must provide a project plan (schedule of activities, start/finish dates) as per T2.2‑02.
• All work must adhere to POPIA obligations and health‑ and safety requirements (T2.2‑04, T2.2‑05).

• Pricing to be submitted using the Price List (C2.2) as instructed in Part C2.
• Price carries an 80 point weighting in the evaluation.
• Tender offer validity: 12 weeks from closing date (may be extended).
• No mention of performance bonds or guarantees; bidders should be prepared to provide them if requested during due‑diligence.
• Payment terms will be defined in the contract; bidders should indicate preferred terms in their submission.

• Register on the National Treasury Central Supplier Database (CSD) and provide CSD number and TCS PIN.
• Submit a valid Tax Clearance Certificate (SARS).
• Provide a valid B‑BBEE certificate (SANAS‑accredited) or a sworn affidavit with turnover and black‑ownership details.
• Hold a CIDB contractor grading of 1 ME or higher (or be capable of obtaining it before evaluation).
• Provide a Letter of Good Standing from the Workmen’s Compensation Fund (and from all JV members, if applicable).
• Submit all returnable schedules listed in Part T2 (e.g., POPIA agreement, health & safety management, project organogram, quality management, etc.).
• Complete the CIDB Compulsory Enterprise Questionnaire (T2.2‑15) and the Specific Goals evidence for preference points.
• Ensure no breach of law in the past five years and disclose any such breaches in T2.2‑18.
