Evaluation is in four stages. Stage 1: Test for responsiveness. Stage 2: Mandatory Administration Criteria — completed and signed Form of Offer; CSD registration; valid COIDA Letter of Good Standing; attendance of compulsory briefing; lead bidder CIDB grading 7CE or higher (emerging contractors not acceptable); Contract Manager with active professional registration with ECSA as Professional Engineer or Professional Technologist, or SACPCMP as Construction Manager/Construction Project Manager; Construction Manager with same; Construction Health and Safety Officer (CHSO) with active SACPCMP registration; Designated Environmental Officer (DEO) with environmental management qualification; Targeted Group Development Coordinator with Civil Engineering qualification. Stage 3: Functionality evaluation, total 100 points, minimum overall threshold 75 points, with minimum scores per sub-criterion. Specific goals must be met with proof; failure results in zero preference points but not disqualification. Deadlock breaking: highest preference points; then highest functionality; then drawing of lots. Additional award criteria: not listed on National Treasury's Register of Tender Defaulters or Restricted Suppliers; no abuse of SCM system; no previous contract failure; tax compliant (7 working days to rectify); registered and in good standing with compensation fund; price negotiations if price not market related; risk analysis on preferred tenderer. Minimum 30% sub-contracting to local black-owned enterprises as objective criterion; at award stage require signed Subcontracting Agreement, proof of subcontractor CIDB registration and grading, and valid B-BBEE certificate/sworn affidavit.

The works comprise the special maintenance of the Donkerhoek Traffic Control Centre (TCC) on National Route N4 Section 1, including the entire weighbridge system with satellite stations at Rayton and Witfontein, road junctions and property accesses. The project is in Gauteng, City of Tshwane Metropolitan Municipality. Approximate duration is 13 months including a 3-month mobilisation period. The contract is based on FIDIC Conditions of Contract for Construction (1999) and COTO Standard Specifications for Road and Bridge Works (Draft Standard October 2020). The project specifications amend the standard specification, covering COTO chapters on general, services, drainage, earthworks and pavement layers (materials and construction), concrete layers, maintenance and repair of concrete layers, pretreatment and repair of existing layers, asphalt layers, surface treatments, ancillary road works, geotechnical applications, structures, repair and rehabilitation of structures, and quality assurance. The contractor is responsible for routine maintenance as indicated in the contract documentation. The engineer may make further examinations during the contract and quantities may be drastically increased or decreased. Rates and prices shall be adjusted as per conditions of contract clause 13.8 (Adjustments for Changes in Costs).

Pricing must be in Rand. The offered total of prices (inclusive of VAT) is brought forward from the Pricing Schedule Summary. The rate tendered under subitem C1.3.1.1(a) shall not exceed 15% of subitem C1.3.1.1. Payment terms: first instalment (80% of lump sum) paid by payment certificate after the Contractor has made a substantial start with mobilisation requirements; second and final instalment (20% of lump sum) paid on completion of the Mobilisation Period after the Letter of Access to Site is issued. Performance security - demand guarantee required. Retention money guarantee and advance payment guarantee forms are included. No insurance is provided by the Employer. The Employer may negotiate a market-related price with the highest-scoring tenderer; if not agreed, may cancel the tender.

Mandatory eligibility: CIDB contractor grading of 7CE or higher (tenders from potentially emerging enterprises with lower grading will not be accepted); registration on National Treasury Central Supplier Database. Tax compliance: bidders must submit their unique SARS Tax Compliance Status (TCS) PIN or a printed TCS certificate; where no TCS is available, a CSD number must be provided. For consortia/JVs/sub-contractors, each party must submit separate TCS certificate/PIN/CSD number. Failure to comply may render the bid invalid. COIDA: valid Letter of Good Standing required. B-BBEE: B-BBEE status level verification certificate or sworn affidavit must be submitted (Form A12). Local production and content declaration required (Form A25/SBD 6.2 and Form A26). Minimum 30% sub-contracting to local black-owned enterprises as objective criterion. Key personnel professional registrations: Contract Manager and Construction Manager must have active professional registration with ECSA (Professional Engineer or Professional Technologist) or SACPCMP (Construction Manager/Construction Project Manager); CHSO must have active SACPCMP registration; DEO must have environmental management qualification; Targeted Group Development Coordinator must have Civil Engineering qualification. All returnable documents must remain valid for the contract duration; failure to renew may lead to termination.

The evaluation criteria include compliance with environmental legislation: National Environmental Management Act: Air Quality Act (39/2004), Biodiversity Act (10/2004), and Waste Act and Regulations (59/2008).
