SECTION 6: LIST OF RETURNABLE DOCUMENTS 22.1. Returnable Documents means all the documents, Sections and Annexures, as listed in the tables below.

• Evaluation is staged: administrative check, substantive check, then scoring.
• Stage 1: Administrative responsiveness check – bid submitted on time, all returnable documents completed and returned, documents valid.
• Stage 2: Substantive responsiveness check – fully completed Price Schedule, material compliance with scope/specification.
• Stage 3: Final weighted scoring – Price (80 points) and Specific Goals (20 points).
• Price score formula: Ps = 80
• (1 - (Pt - Pmin) / Pmin).
• Technical criteria (minimum qualifying score 75): company experience (30), supervisor experience (20), supervisor qualifications (20), sampler competency (15), SANAS accreditation (15).
• Specific Goals (20 points) for B-BBEE and location preferences (Gauteng and South Africa).
• Stage 4: Post-bid negotiations (if applicable).
• Disqualification triggers: late submission, missing mandatory documents, non-compliance with B-BBEE/CSD, collusion, conflict of interest.

• Scope: Provide water quality analytical services for AEMFC for 12 months.
• All analysis must be performed at a SANAS-accredited laboratory.
• Services include:

• Quarterly chemical and hydrocarbons analysis for 15 groundwater points.
• Monthly chemical and hydrocarbons analysis for 15 surface water points.
• Monthly bacteriological analysis for 1 sewage effluent water point.
• Full SANAS 0241 analysis of drinking water for 7 points.

• You must supply clean sample bottles for chemical and hydrocarbons samples.
• Submit updated monthly reports in spreadsheet and Word/PDF formats, showing sample time and date.
• Reports must be interpreted by a qualified and registered specialist.
• Attend quarterly contractor meetings during the contract.
• Analytical parameters include chemical parameters (e.g., alkalinity, pH, metals) and hydrocarbons (B3TEX, BTH).
• Services are to be performed at AEMFC's Vlakfontein Mine in Mpumalanga and align with operational schedules.

• Company must demonstrate experience in water quality analytical services for mining: over 4 years (30 points), 3-4 years (20), 1-2 years (10), less than 1 year (0). Provide signed, contactable reference letters.
• Supervisor/project leader requires over 4 years experience (20 points), 3-4 years (10), 1-2 years (5), less than 1 year (0). Submit CV showing experience and skills.
• Supervisor should have Environmental Management qualification with SACNASP registration (20 points) or equivalent without registration (10 points).
• Samplers require over 4 years experience (15 points), 3-4 years (10), 1-2 years (5), less than 1 year (0). Submit CVs showing experience and qualifications.

• Complete the Pricing Schedule table with deliverables, quantities, unit prices, and totals.
• Items include monthly water monitoring for 15 groundwater and 15 surface water points, monthly reporting, quarterly meetings, monthly bacteriological analysis, monthly SANAS 0241 drinking water analysis, and ad-hoc services.
• Prices must be in ZAR inclusive of VAT.
• Deviation from the prescribed pricing format may result in bid being non-responsive.

• Submit pricing strictly using the provided Pricing Schedule format; deviations may render bid non-responsive.
• Prices must be quoted in South African Rand, inclusive of VAT.
• The bid estimated value is below R50,000,000 (all taxes included).
• The 80/20 preference point system applies (80 points for price, 20 for specific goals).
• AEMFC may negotiate market-related prices with the top-scoring bidders if initial prices are not market-related.
• No disbursements not specifically priced for will be accepted.
• Bid must be valid for 60 business days from closing date.
• Ensure your Price Schedule is fully completed; incomplete schedules fail substantive responsiveness check.

• Mandatory registration on the National Treasury Central Supplier Database (CSD) is required before bid submission. Foreign suppliers without a local entity are exempt.
• Submit proof of CSD registration (certificate or detailed report not older than one month).
• Tax Compliance: Provide your SARS Tax Compliance Status PIN or a printed TCS certificate. Consortia/joint ventures must submit separate proof for each party.
• B-BBEE Compliance: Submit a valid B-BBEE certificate or sworn affidavit to qualify for preference points. Failure results in zero points for Specific Goals.
• Submit SBD 4 Declaration of Interest and SBD 6.1 B-BBEE Preference Claim Form as essential returnable documents.
• Compliance with all applicable laws and regulations is required for the successful bidder.
• Bidders listed on the register of bid defaulters or found colluding will be disqualified.

• A valid B-BBEE certificate or sworn affidavit (for EMEs & QSEs) must be submitted to qualify for preference points for B-BBEE.
• Failure to submit will result in a score of zero for Specific Goals.

• Bid validity period: 60 business days from closing date.
• AEMFC reserves rights to cancel, modify, split awards, or negotiate post-bid.
• Confidentiality of RFQ and contract information is required.
• Legal review of proposals may occur; material deviations from standard terms could cause disqualification.
• Contract duration: 12 months.

• Bids must be delivered by the stipulated time to the correct address. Late bids will not be accepted.
• All bids must be submitted on the official forms provided (not to be retyped) or online.

• The value of this bid is estimated to be below R50,000,000 (all applicable taxes included).
• A valid Purchase Order Number is required before any work can commence; verbal or telephonic instructions are a violation of AEMFC's Procurement Policy and will result in non-payment.
