• Eskom may verify compliance and request testimonials/references and contact details of clients for similar work.

The main supplier must:

• Demonstrate to Eskom the process and selection criteria used when appointing contractors and suppliers.
• Notify Eskom before appointing contractors or suppliers for the commencement of work.
• Ensure contractors/suppliers have adequate resources and competencies.
• Be accountable for managing contractors/suppliers to ensure compliance with legal and Eskom requirements during contract execution.
• Monitor contractors/suppliers through audits and assessments regarding OHS compliance.
• Provide grounds for termination of work done by contractors/suppliers.
• Deal with all non-conformances/non-compliance by contractors/suppliers (all tiers) directly with the main contractor/supplier in terms of performance and penalty processes.
• Eskom reserves the right to verify compliance and may request copies of testimonials/references and contact details of clients for similar work.

Eskom enforces five Life-Saving Rules with zero tolerance for non-adherence. Violations are treated as serious misconduct and trigger disciplinary action under the Eskom Disciplinary Code and Procedure. Contractor managers or supervisors who allow a violation may have their activities suspended while a sanction is determined. A contractor employee who violates a rule must be removed from site immediately, and the contractor must investigate and initiate disciplinary proceedings within five working days, furnishing Eskom with a copy of the sanction afterwards.

Rule 1 – Open, isolate, test, earth, bond and/or insulate before touch: No work on or near electrical networks, lines or apparatus unless the worker is trained and authorised as competent, a valid permit to work is in place where required, a pre-task risk assessment has been done, the isolation and earthing steps are correctly followed, the authorised team leader has certified and physically shown the team the apparatus is safe, the electrical environment is made safe, and appropriate PPE (including face shield and insulated gloves for low-voltage work) is worn.

Rule 2 – Hook up at heights: Work at height is high-risk; ground-level work is preferred where practicable. No work at height where there is a fall risk unless the worker is medically fit, a pre-task risk assessment has been done, the worker is appropriately trained, is secured while ascending and descending, and uses an Eskom-approved fall arrest system where applicable.

Rule 3 – Buckle up: Seatbelts are mandatory for all drivers, operators and passengers in all vehicles and equipment used for Eskom business, on any road or parking lot, at any speed, and when moving forward or backward. The driver must ensure all occupants are seated and belted.

Rule 4 – Be sober: No person under the influence of alcohol or drugs, or appearing to be so, may enter or remain on an Eskom site, conduct Eskom business, or drive or operate vehicles or equipment for Eskom. This covers any level of alcohol or presence of drugs or controlled substances that impairs or could impair mental or physical function, regardless of when the substance was used.

Rule 5 – Ensure that you have a permit to work: No work without the required Permit to Work where an authorisation limitation exists, for example under the Plant Safety Regulations, the Operating Regulations for High Voltage Systems, or any other activity requiring a permit. No plant may be returned to service until all permits on that plant are cancelled in accordance with procedure, unless permission is granted to return it with permits still open (e.g. redundant systems). For live work, the authorised person must complete a live work declaration form.

• E-Tendering Training Acknowledgement Form (Annexure): confirms the bidder has completed self-training on the E-Tendering Solution and can operate it.
