Bids must be submitted on the official forms provided, not re-typed. Bidders may not contact any SANParks staff other than the indicated officials. Returnable documents: fully completed SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Claim Certificate) with original or certified B-BBEE certificate or sworn affidavit, quotation on company letterhead, proof of CSD registration, and a SARS Tax Compliance Status PIN or printed TCS certificate (or CSD number). Include the designer's portfolio, past projects, client references, design mock-ups, and a sample sizing chart.

Evaluation uses the 80/20 preference point system under the PPPFA: a maximum of 80 points for price and 20 points for specific goals. Specific goals: Exempted Micro Enterprises (annual total revenue R10m or less) can claim a maximum of 20 points; bidders exceeding R10m receive 0 points. Disqualification criteria (if not met): submission of a degree or equivalent qualification in Fashion Design from a recognised institution; submission of a portfolio showcasing past uniform design projects; 10 years proven experience in fashion; creativity and innovation in design; submission of a detailed sizing chart for all garment items quoted, with measurements in centimetres and applicable sizes. SANParks reserves the right to conduct fitting sessions and request reasonable adjustments.

Scope: develop manufacturing technical specifications for SANParks corporate uniform as per the approved uniform catalogue and samples, and develop a sizing charter specific to SANParks demographics. Technical requirements: compliance with industry safety standards; contemporary and professional uniform styles aligned with SANParks identity; ergonomic and practical elements such as pockets, reflective strips, and reinforced stitching. Size chart must cover varied body types and gender inclusivity, developed specifically for SANParks (no use of existing UK, USA, EUR or Asian size charts). Uniform styles and estimated employee numbers: Female – shirts, pants, skirt, jackets/coats/waist coats, cardigan/V-neck jersey, dress; Male – shirt, pants, jacket, V-neck jersey/pullover. Estimated employees: General Worker – female 1580, male 2459; Rangers/Field guides – female 1209, male 1670; Corporate Office – female 2354, male 2622; total 4976. Delivery: initial design concepts within agreed time; finalised technical specification and size chart within agreed timeline; delays must be communicated in advance. Intellectual property vests in SANParks.

Pricing schedule items: technical specification, sketches (including digital and 3x manual booklets), size chart (including digital and 3x manual booklets), disbursements at rate per kilometre, and other costs. Payment within 30 days of receipt of invoice after delivery, in accordance with PFMA. No bond or guarantee requirements are stated.

Registration on the National Treasury Central Supplier Database (CSD) is required; proof of registration must be submitted. Tax compliance: submit a SARS Tax Compliance Status PIN or a printed TCS certificate; where no TCS PIN is available, a CSD number must be provided. For consortia/joint ventures/sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number.
