The evaluation process will consist of three stages: Stage 1 - Responsiveness Evaluation, Stage 2 - Price and Preference Evaluation, and Stage 3 - Risk Analysis & Objective Criteria. The successful bidder will be the one that scores the highest number of points in the second stage of the bid evaluation, unless the DBSA exercises its right to cancel the RFP. Points will be allocated to bidders at this stage of the evaluation, as follows: Price points 80, Specific Goals (namely, BBBEE status level of contributor) 20.

The scope of work includes the provision of professional services to plan, design, monitor and complete the Myolwa PS in the Eastern Cape. Bidders must have the required professional registrations and certifications, including CIDB grading and CIPC registration.

Services to be delivered per FIDPM Stages 2-7 (Framework for Infrastructure Delivery and Procurement Management). CIDB Standard Professional Services Contract (July 2009) Edition 3 of CIDB Document 1014 applies. Scope of work included in Annexure M.

Key personnel CVs must explicitly indicate: years of work experience, detailed role/duties, readable documents, clear specification of which resource CV corresponds to which tender discipline. Only one resource CV per discipline assessed. Professional registration documents must show date of first registration and validity period; if not indicated, supplementary document from same regulatory body required. Traceable references of past/present clients required (company name, department, branch, contact person with office telephone number). Financial statements required. Contract Skills Development Goal (CSDG) documentation required.

Price evaluation formula: Ps = 80(1-(Pt-Pmin)/Pmin) where Ps = points scored for price, Pt = comparative price of tender under consideration, Pmin = comparative price of lowest acceptable tender. Price points: 80. Specific Goals (B-BBEE) points: 20. B-BBEE points allocation: Level 1=20, Level 2=18, Level 3=14, Level 4=12, Level 5=8, Level 6=6, Level 7=4, Level 8=2, Non-compliant=0. Consolidated B-BBEE scorecard required for unincorporated trusts, consortia or joint ventures. Total points = price points (out of 80) + specific goals points (out of 20). Highest total points (out of 100) wins unless objective criteria justify different selection.

Bidders must have a valid B-BBEE certificate or proof of B-BBEE compliance. The DBSA reserves the right to request a bidder to provide formal documented evidence within 48 hours to prove authenticity of the documents and its content. The DBSA also reserves the right to disqualify a tenderer with unrealistic price offers.

Bidders must be registered on the National Treasury Central Supplier Database and have a compliant tax status. Bidders must also have the required professional registrations and certifications, including CIDB grading and CIPC registration. A valid B-BBEE certificate or proof of B-BBEE compliance is a mandatory requirement for contract award.

Construction Health & Safety Agent (CHSA SACPCMP) required with minimum 5 years' experience as part of key personnel team.

Governing law: Republic of South Africa. Jurisdiction: South African courts. Language: English. Costing in South African Rand. DBSA reserves right to cancel/reject any proposal, not award to lowest bidder, award parts to different bidders, or not award at all. DBSA not liable for bidding costs. Bids remain property of DBSA upon submission. Bidder warrants no reliance on representations outside RFP, no improper assistance, accepts RFP terms, will provide additional information within 2 working days. DBSA rights: cease/suspend tender process, alter structure, accept bid in part or whole, negotiate, seek clarification, conduct presentations/site visits/panel interviews. No obligation to appoint or enter contract. Successful bidder bound by bid and must enter contract. 90-day bid validity period. Written mutual agreement required for validity extension. DBSA may recall letter of award and cancel with 90 days notice if price/service adjustments not agreed within 14 days. Amendments only valid if in writing, signed by DBSA signatory, added as addendum. Failure to enforce provisions not a waiver. Documents must be certified to South African legal requirements.

Additional conditions: DBSA intends to award one bidder per RFP across RFP130/2026, RFP072/2026 and RFP131/2026. Successful bidder for one RFP must withdraw from others. Award based on best Value for Money, Risk Allocation and Risk Profile. Value for Money = Improved total cost. Risk Allocation = Considering other awards and logistical allocation. Risk Profile = Procure Check, PEP Checks, entity profiles. Tenderers may not propose resources allocated on DBSA-awarded projects less than 85% complete. If such occurrence, clarification issued to replace resource within 48 hours or bid excluded. Bidders must explicitly state 'Comply/Accept' or 'Do not comply/Do not accept' for all requirements. Failure to complete fully results in disqualification. Adherence to 'Additional Conditions to Tender' as objective criteria. Annexure K must contain documentation supporting evaluation stages 1-3 responses.

Ten key personnel with professional registration and minimum post-registration experience: Construction Project Manager (SACPCMP Pr.CPM, 5 years), Architect/Senior Architectural Technologist (SACAP, 10 years), Structural Engineer/Technologist (ECSA Pr.Eng/Pr.Tech, 5 years), Civil Engineer/Technologist (ECSA Pr.Eng/Pr.Tech, 5 years), Electrical Engineer/Technologist (ECSA Pr.Eng/Pr.Tech, 5 years), Mechanical Engineer/Technologist (ECSA Pr.Eng/Pr.Tech, 5 years with detailed fire experience), Quantity Surveyor (SACQSP, 5 years), Construction Health & Safety Agent (SACPCMP CHSA, 5 years), Social Facilitator (10 years infrastructure development experience), Clerk of Works (10 years built environment experience).
