Centlec soc ltd requires the supply and delivery of hand tools and soldering equipment for its free state operations, covering tube sockets, 1/4 dr spinner handles, flat screwdrivers, a helping-hands soldering station, a temperature-controlled 24 vac 50 w solder station and a soldering iron, in the quantities set out in the specification and matching the attached pictures. Quotations close at 11:00 on 4 november 2026 and must be hand-delivered in a sealed envelope to the supply chain management offices in oranjesig, bloemfontein; emailed quotations are rejected. Bids are scored on the 80/20 preference point system, with 20 points allocated to specified goals covering 50% black, women and youth ownership and a centlec supply-area address. The biggest risk to an sme is procedural: loose or stapled submissions, missing compulsory documents or an unsigned mbd form are disqualified outright.
Closing and submission: 4 November 2026 at 11:00, hand delivery only, in a sealed envelope marked with quotation number C11/2026, to CENTLEC (SOC) Ltd, Supply Chain Management Offices, 30 Rhodes Avenue, Oranjesig, Bloemfontein, 9301. Emailed quotations are not accepted.
Binding format: the quotation must be on the bidder's business letterhead and the submission ring-bound in book format, indexed and page numbered. Loose or stapled documents are automatically disqualified.
Compulsory documents: company registration (CK) documents; a valid original Tax Clearance Certificate or SARS PIN; CSD registration report with a CSD number; certified ID copies of the company owner(s); and a municipal services clearance certificate or lease agreement with a current bill and rates clearance, or an account not in arrears by more than 90 days. Bidders in non-billed areas must submit an official council letter of residence — an affidavit is not accepted.
Standard forms: MBD 4 (Declaration of Interest) and MBD 9 (Certificate of Independent Bid Determination) must be completed in full and signed, with all interests disclosed accurately; incomplete or untruthful disclosure may disqualify. All other compulsory MBD forms must also be completed and signed.
B-BBEE evidence: a valid SANAS-accredited B-BBEE certificate or sworn affidavit must accompany the quotation to substantiate a preference claim. Not submitting it does not disqualify the bid, but no preference points are awarded.
Evaluation: 80/20 preference point system under the Preferential Procurement Policy Regulations, 2022 — 80 points for price and 20 points for specified goals, being 5 points each for 50% Black owned, 50% women owned, 50% youth owned (under 35 years) and a Centlec area of supply address.
Pricing and delivery: quoted prices must exclude VAT but include delivery charges, and must remain valid for at least 30 days from the offer date. Goods must be delivered within 30 days of the official order, following Centlec's instructions, and Centlec may request samples. Payment is made only to the company named on the official order — no third parties — and quotations from persons in the service of the state will not be considered.
