Scope: Consulting engineering services for routine road maintenance of National Route 7, Section 1 (Klipvlei at km34.99 to Section 4 at Melkboom km35.40).

• Location: Western Cape, covering Swartland, Bergrivier, Saldanha Bay, and Cederberg Local Municipalities, and Westcoast District Municipality. Main center: Piketberg.
• Programme: Design and construction documentation to be completed by October 2026, followed by 48 months of supervision. Supervision phase start date to be confirmed at the Handover Meeting.

• Insurance: Service Provider must take out and maintain insurance policies for risks related to the Services, subject to Employer approval.
• Payment Terms: Contract Price to be paid as per the Contract provisions. Adjustments may apply for legislative changes or Employer-initiated variations.
• Penalties: Applicable for delays, poor-quality documentation/design, or failure to disclose sub-contracting arrangements. Rates and maximum amounts specified in Contract Data.

Central Supplier Database (CSD): Full CSD Report required for the bidder and all Joint Venture (JV) partners (if applicable).

• Tax Compliance: Tax Compliance Permission Declaration (Form C) and Tax Compliance Status (TCS) verification required. Continuous tracking of tax compliance status for the contract term.
• B-BBEE: Minimum Level 1 contributor status. B-BBEE Verification Certificate must be attached (Form D1). References to EME/QSE status are per amended Construction Sector Codes (Government Gazette No. 41287, 1 Dec 2017).
• Targeted Enterprises: If sub-contracting, Targeted Enterprises must be EME/QSE with at least 51% black ownership, Level 1 or 2 B-BBEE status, no equity sharing with Service Provider, and registered on CSD.
