Compulsory attendance: online briefing on Monday 26 October 2026, 11:00β13:00 on MS Teams (Meeting ID 371 841 948 371 120 1, password eV9Uq3Yq) and site inspection on Friday 30 October 2026, 10:00β11:30 at CSIR Scientia Campus, Building 44G; a maximum of two delegates per company, ID required for entry, and non-attendance eliminates the bid.
Closing and submission: Tuesday 10 November 2026 at 16:30 by email to [email protected] only, quoting the RFQ number and description in the subject line; PDF format, maximum 25MB per email, no WeTransfer, Google Drive or Dropbox links, and late or misdirected bids are rejected.
CIDB grading: valid and active CIDB registration at 4GB or higher, or capable of registration before closing, with the CRS number or proof of registration; in a joint venture every member must be registered, the lead partner must hold 4GB or higher or no more than one level below, and the combined grading must reach 4GB.
Mandatory returnables (non-submission disqualifies): Annexure B Bill of Quantities, COIDA Letter of Good Standing for the relevant classes of work, Department of Labour electrical contractor registration, Installation Electrician wireman licence, SAQCC gas card Category B6, SABS glazing Certificate of Compliance, and three contactable references or completion certificates for multidisciplinary projects completed between 2020 and 2026 β purchase orders, contracts and appointment letters are not accepted.
Evaluation: elimination phase first, then price and preference points under the 80/20 system claimed on Annexure E, with a minimum B-BBEE level 4; bidders listed on the National Treasury database of restricted suppliers or the Register of Tender Defaulters are eliminated.
Tax and CSD: registration on the National Treasury Central Supplier Database and a valid SARS Tax Compliance Status pin; a recommended bidder that is not compliant has seven working days to prove compliance or an arrangement with SARS, failing which the bid is rejected.
Execution conditions: start within one week of Health and Safety File approval and complete within 60 working days; a daily Permit to Work is required before any work starts, working-at-heights training and medical fitness are required for personnel working at height, work is limited to normal weekday business hours, and a minimum 12-month workmanship warranty applies from practical completion.
