The eastern cape department of agriculture is seeking expressions of interest from qualified service providers to act as aggregators for household food production under the ilima lokulima community food production scheme. The aggregator will coordinate local producers (vulnerable households, subsistence farmers, agri-smmes, youth, and women) to collectively produce, store, process, package, and market surplus produce, with a minimum investment of r50,000 per commodity per year and a requirement to aggregate at least 20 households.
Bidders must submit a signed original and one copy of the proposal in a sealed envelope, clearly marked with project number EOI-26/27-0002, to the tender box at Department of Agriculture, Office 45, First Floor, Indwe Building, Bhisho, 5605, by 11:00 on 14 September 2026.
Bidders must score at least 70 out of 100 points on functionality evaluation to qualify for inclusion in the aggregator database; no price or B-BBEE points are scored.
Bidders must provide a letter of intent for investment showing an annual investment of at least R50,000 per selected commodity, verified by a bank credit facility and business bank balance sheet.
Bidders must demonstrate aggregation of a minimum of 20 households, submitting a detailed list with names, ID numbers, contact details, gender, youth, military veterans, and people living with disability.
Bidders must have experience in implementing similar projects (verified by appointment letters, purchase orders, or signed reference letters) and submit CVs and certified copies of qualifications for key staff.
Bidders must be registered on the Central Supplier Database (CSD) and provide a valid SARS Tax Compliance Status (TCS) PIN or certificate.
All ECBD forms (including SBD 1, SBD 4, POPI Consent Form, Certificate of Authority/board resolution, and Schedule of Previous Work) must be completed, signed, and witnessed; joint ventures must submit a signed joint venture agreement.

Successful applicants will serve as aggregators for the term 2026/27 to 2028/29, after which they will be removed from the database.
