The department of water and sanitation is establishing a panel of framework contractors to carry out civil maintenance and related works across its northern operations for four years, covering pipelines, pump stations, dams, canals, culverts, bridges, gravel and paved roads, general buildings, drainages, earthworks, tree and grass cutting, fencing, water treatment works, shooting range facilities and water abstraction structures. Work is released through individual work packages, each governed by a cidb-endorsed contract form (gcc, fidic, nec or jbcc) selected by the department according to the nature and risk of the package. Only bidders registered with CIDB grade 7ce or higher may bid, and NO financial offer is submitted at this stage: bids are assessed on mandatory requirements, quality and administrative compliance only, with pricing requested later at RFQ stage under method 3 of SANS 10845 and the PPPFA. the single most consequential requirement is the compulsory briefing session on 23 november 2026 at roodeplaat, as non-attendance renders a bid non-responsive.
Compulsory briefing: 23 November 2026 at 09:00 at Roodeplaat Training Centre, 56 Moloto Rd (R573), Roodeplaat, Pretoria (GPS 25° 37' 11.87" S, 28° 21' 53.92" E). Attendance is compulsory, the register must be signed and Annexure A submitted with the bid; non-attendance disqualifies. For joint ventures, at least one partner must attend and sign.
CIDB grading: 7CE or higher with proof of active registration. Joint ventures must show every member registered with the CIDB, a lead partner at 7CE or higher (or one level below with the required recognition status), a combined grading meeting 7CE or higher, the JV CIDB calculation, and a signed JV/association agreement naming the lead partner.
Closing and submission: 14 January 2027 at 11:00 at the bid box at the entrance of Zwamadaka Building, 157 Francis Baard Street, Pretoria, 0001 (postal: Director-General, Water and Sanitation, Private Bag X313, Pretoria, 0001). Submit the original plus one paper copy plus a full PDF on USB flash drive; late, telegraphic, telephonic, telex, facsimile and e-mailed bids are rejected.
Quality threshold: Phase 2 is scored out of 100 — key personnel/supervisory and management staff 40, quality management procedures 20, previous work experience 20, plant and equipment 20. A minimum of 70 points is required; anything below 70 is non-responsive and ends the bid.
Experience and financial capacity: at least one largest contract completed in the five years before application, as main contractor in Grade 7CE or higher works, with a value of at least R9 million including VAT, supported by a signed completion certificate, a written reference letter and a fully completed Annexure U. Best annual turnover of at least R20 million over the two financial years before closing, evidenced by compliant financial statements (each JV member submits its own, with a cumulative R20 million minimum).
Key personnel registrations: Professional Civil Engineer/Technologist/Technician registered with ECSA as Pr Eng / Pr Tech / Pr Techni; Professional Construction Project Manager, Professional Construction Manager and Professional Construction Health and Safety Officer registered with SACPCMP; Foreman with relevant certification including a trade test certificate. Valid proof of each registration must be attached.
Administrative disqualifiers: every page of the tender document must be initialled; CSD registration report, valid SARS tax compliance status pin, CIPC certificate, Compensation Fund letter of good standing, and board resolution or equivalent authority for the signatory must be included; SBD 1, SBD 4 and SBD 6.1 plus Annexures B, C, D, E, F, H, N, O, P, Q, R and S must be completed and signed. Only one bid per entity (own capacity or JV member); an entity may appear in more than one bid only as a subcontractor, and breach disqualifies all its bids.
