Providers: planning, design, construction monitoring and close out
Of civil engineering.
Appointment of a panel of professional service providers for the implementation of civil
engineering works, i.e. roads, stormwater etc. The services to be rendered entail the
planning, design, construction monitoring and close out for Civil Engineering Projects.
Following:
a) Planning

Compiling project team.
Preparation of the scoping report.
Define the services and scope of work required.

This tender will be evaluated on functionality and compliance only, the municipality will appoint 15 successful bids for
the panel, if successful bids are more than 15, the municipality will take 15 highest bids on functionality.
6.2 Special conditions of the panel of service providers
6.2.1 Professional indemnity insurance - The employer shall not award a contract to any Bidder
that does not hold valid professional indemnity (PI) insurance providing cover in an amount of not
less than twice the professional fee amount Tendered by the Bidder, this will be valid in respect of
each and every claim during the period of insurance. Proof of insurance must be submitted with the
Tender. The Municipality will not be held liable for
any claims whatsoever, arising directly or indirectly due to errors made by the appointed
Engineer in his overall design, Bill of Quantity, Specifications, Construction Monitoring, Site
Supervision and any Legislative requirements/approvals not obtained or complied.
6.2.2 Consideration will only be given to Consultants with a contact person specializing in the
requested field of work, and also with relevant professional registration status. Please note that it
is compulsory for the bidders to submit items 1, 2 and 4 to meet the minimum score of 80
points as per the functionality criteria table in point 5 above.
6.2.3 A contact person for the firm must be a professionally registered person in the employment of
the firm or company.
6.2.4 Verifications of offices and all submitted documents will be conducted for all firms/companies
that are recommended.
6.2.5 Audits may be conducted from time to time to verify the information submitted in the bids.
Any inconsistency, if not reported to Greater Taung Local Municipality, will constitute false
declaration and thus lead to disqualification.
6.2.6 Only one application per firm/consultancy must be submitted, and not for each and every
branch/office. Any changes in key technical personnel (due to resignations, transfers,
replacements, etc.) should be reported to Greater Taung Local Municipality in order to record the
changes. Please note that the Municipality has the right to not accept any team member who
was not part of the submitted bid unless otherwise a formal letter of record of changes was
done by the bidder. The Greater Taung Local Municipality has the right to also not accept if
the entire team that was submitted with the bid has changed during the projects
implementation, and can request to have the submitted team or someone with equivalent
qualifications.
6.2.7 The professional services panel will be used whereby bidders in the respective level and
discipline will be invited to submit a formal offer following the closed tender process.
6.2.8 The professional services panel will terminate after 36 months. If there is a running project
during the time of the 36 months’ termination, an exception may be considered.
6.2.9 Although pricing is not a determining factor of the evaluation for the placement on the
approved panel, it will play a significant role as and when specific proposals are requested from
listed service providers.
6.2.10 Registration of an office of a service provider on the professional services panel does not
guarantee that the said service provider will be awarded any contract. Awarding of the contract will
be at the discretion of the Municipality.
6.2.11 Staff of service providers registered on the professional services panel must be compliant
with all relevant local, legal, and statutory requirements.
6.2.12 The professional service provider may be required to work with other consulting firms on the
panel from time to time at any given time.
6.2.13 Failure to submit a quote as and when requested and within the stipulated time, will result
in the bidder being removed from the panel.
6.2.14 The Municipality has the right to confirm qualifications with SAQA for all appointed service
provider.

information of their firms – for evaluation purposes and proof of registration with CSD.

managed to attend a briefing session. If any service provider send a quotation but did not attend a compulsory
briefing session, quotations received shall be disqualified.
✓ Quotations received from service providers attended a compulsory briefing session shall be evaluated on price
and specific goals. Specific goals shall be fixed for the term of the panel as derived from CSD full report
submitted on the original tender document.

2.1.19 Subcontracting
(a) The Contractor shall not subcontract the whole of the Contract.
(b) Except where otherwise provided by the Contract, the Contractor shall not subcontract any part of the Contract
without the prior written consent of the Municipality, which consent shall not be unreasonably withheld.
(c) The contractual relationship between the Contractor and any subcontractors selected by the Contractor in
consultation with the Municipality in accordance with the requirements of and a procedure contained within
the Scope of Work, shall be the same as if the Contractor had appointed the subcontractor in terms of
paragraph (b) above.
(d) Any consent granted in accordance with paragraph (b) or appointment of a subcontractor in accordance with
paragraph (c) shall not imply a contract between the Municipality and the subcontractor, or a responsibility or
liability on the part of the Municipality to the subcontractor and shall not relieve the Contractor from any
liability or obligation under the Contract and he shall be liable for the acts, defaults and neglects of any
subcontractor, his agents or employees as fully as if they were the acts, defaults or neglects of the

6.2 Special conditions of the panel of service providers

6.2.6 Only one application per firm/consultancy must be submitted, and not for each and every
branch/office. Any changes in key technical personnel (due to resignations, transfers,
replacements, etc.) should be reported to Greater Taung Local Municipality in order to record the
changes. Please note that the Municipality has the right to not accept any team member who
was not part of the submitted bid unless otherwise a formal letter of record of changes was
done by the bidder. The Greater Taung Local Municipality has the right to also not accept if
the entire team that was submitted with the bid has changed during the projects
implementation, and can request to have the submitted team or someone with equivalent
qualifications.
6.2.7 The professional services panel will be used whereby bidders in the respective level and
discipline will be invited to submit a formal offer following the closed tender process.
6.2.8 The professional services panel will terminate after 36 months. If there is a running project
during the time of the 36 months’ termination, an exception may be considered.
6.2.9 Although pricing is not a determining factor of the evaluation for the placement on the
approved panel, it will play a significant role as and when specific proposals are requested from
listed service providers.
6.2.10 Registration of an office of a service provider on the professional services panel does not
guarantee that the said service provider will be awarded any contract. Awarding of the contract will
be at the discretion of the Municipality.
6.2.11 Staff of service providers registered on the professional services panel must be compliant
with all relevant local, legal, and statutory requirements.
6.2.12 The professional service provider may be required to work with other consulting firms on the
panel from time to time at any given time.
6.2.13 Failure to submit a quote as and when requested and within the stipulated time, will result
in the bidder being removed from the panel.
6.2.14 The Municipality has the right to confirm qualifications with SAQA for all appointed service
provider.
