Responses must be submitted by e-mail to [email protected], with a 25MB mail size limit (multiple e-mails permitted). The EOI number must appear in the subject line. Responses must be signed by a duly authorised person. Only documents downloaded from the JDA website (www.jda.org.za) or the e-Tenders portal (www.etenders.gov.za) may be submitted; retyping the tender document is not permitted. Telegraphic, telephonic, telex, facsimile, e-mail and late submissions are not accepted. All documentation must be in English. Responses must include the completed offer form (bidder name, contact details, company, VAT and tax verification numbers, and total bid price), the Business Declaration (Annexure A) and the Cover Letter from Respondent (Annexure B).

The EOI evaluation will not include a functionality or price evaluation. Elimination criteria: submissions after the deadline, responses at incorrect locations, and submissions from restricted suppliers in line with Treasury Regulations.

The project is a self-sustaining long-distance taxi holding facility with revenue-generating components (transport, retail, advertising). Site: Cnr Carr Street and Ntemi Piliso Streets, Portion 78 of Erf 91-IR, Johannesburg, extent 34,798m2. Current zoning: Existing Public Roads, Industrial 1, S.A.R, Special; future rezoning to Special. The property is owned by the City of Johannesburg. Phase 1 (current, at Stage 4 – Tender Documentation and Procurement) includes: demolition of existing structures; bulk earthworks and piling; masonry, concrete, carpentry and joinery; landscaping; bulk sewer, plumbing and stormwater drainage; bulk electricity, water supply and reticulation; HVAC and fire equipment installation. Key features: taxi holding facility, advertising space, retail trading space (vendor stalls and food court), car repair and washing bays, ATMs, change rooms and ablutions, storage, management office and boardroom, and guardhouses. Phase 2 (commencement date to be determined) includes: additional holding space, retail, overnight accommodation, social housing, office space and training rooms, motor parts spares, e-charging stations and a roof garden. The two phases may be combined where efficiencies exist.

Respondents must fully describe their proposed solution(s) for the opportunity, including the potential number of parking bays, retail shops and other amenities, and state whether they are interested as a developer, operator, or both. They must also state the estimated period of agreement that would make their investment viable and the conditions that would encourage or discourage them from bidding.

Respondents must submit a company profile and details of experience, including names and locations of past development or current operations, market segments actively engaged in, number of years in operation, B-BBEE profile/status, and memberships/affiliations.

Bidders must be actively registered on the National Treasury Central Supplier Database (CSD) at the time of EOI closure; failure to provide a valid CSD registration number results in immediate disqualification. No specific B-BBEE level, CIDB grading, or turnover threshold is stated.

The JDA may change or replace any information in this EOI without prior notice. The JDA disclaims all liability for any party's use of the information. The EOI is not an offer document; responses must not be construed as acceptance of an offer. The JDA will acknowledge receipt of EOIs but reserves the right not to proceed further. If a procurement process follows, all parties that submitted an EOI will be open to bid.

The JDA reserves the right to extend the closing date, verify any information, cancel or withdraw the EOI, and not include any supplier on a list of pre-approved potential bidders. The EOI is an Expression of Interest only and not an offer document. The JDA will acknowledge receipt of EOIs but reserves the right not to proceed further.
