Tender for lease/jc shooting range – polokwane municipality (bid PM12-26/27)

Bids must be deposited in the bid box at Polokwane Municipality, Civic Centre, corner Bodenstein and Landdros Mare Street, not later than 10:00 on 21 September 2026. The bid box is open 24 hours, 7 days a week. Completed bid documents, fully priced and signed, must be sealed in an envelope marked with the bid number and bid description. Bids received after the closing date and time will not be considered. Bids must be submitted on the official forms provided (not re-typed) and completed in black ink only. Each page of the bid document must be initialled. No pages may be removed from the bid document. Returnable forms include: MBD 1 (Invitation to Bid), MBD 3.1 (Schedule of Prices), MBD 4 (Declaration of Interest), MBD 5 (Declaration for Procurement Above R10 Million), MBD 6.1 (Preferential Procurement Form), MBD 8 (Declaration of Bidder's Past Supply Chain Management Practices), MBD 9 (Certificate of Independent Bid Determination), Form A (Bid Form), Form B (General Undertaking by the Bidder), Annexure B (Certificate for Municipal Services and Payments), and Annexure C (Authorisation for Deduction of Outstanding Amounts Owed to Council). A Joint Venture Agreement, if applicable, must be properly signed by all parties. Proof of payment of municipal rates and taxes, or a letter from tribal authority, or a valid lease agreement must be attached. Bidders must provide proof of authority to sign (e.g., resolution, power of attorney) where applicable. Bids will remain valid for 90 days after the closing date.

Bids will be evaluated under the 80/20 preference point system: 80 points for price and 20 points for specific goals. Evaluation will be conducted in terms of the Supply Chain Management Regulations, Polokwane Municipality Supply Chain Management Policy, the Preferential Procurement Regulation 2022, and other applicable legislation. The Council reserves the right to accept all, some, or none of the bids, and is not obliged to accept the lowest bid. Bids must meet the following responsiveness criteria: properly received in a sealed envelope with the service description and bid number; deposited in the relevant bid box on or before closing date and time; valid CSD number; bid forms completed in full and each page initialled; Joint Venture Agreement (if applicable) properly signed; proof of payment of municipal rates and taxes or letter from tribal authority or valid lease agreement; compliance with bid and technical specifications; adherence to pricing instructions; financial ability to execute the contract; and full compliance with the Notice to Bidders. Bids will be rejected if the bidder or any director is in the service of the state, listed on the Register of Bid Defaulters, has abused the municipality's supply chain management system, has failed to perform satisfactorily on a previous contract within the last five years, or has outstanding municipal rates and taxes in arrears for more than three months. The City Manager may reject a bid if the bidder or any director has committed a corrupt or fraudulent act, been convicted of fraud or corruption in the past five years, or willfully neglected a government contract in the past five years.

The tender is for the lease of the remaining extent of Erf, a portion of Portion 5 of Farm 746 Weltervreden LS, and a portion of Portion 8 of Farm Weltervreden 746 LS, for the JC Moulder Shooting Range Club, for a period of nine (9) years and 11 months. The directorate is Community Services, business unit Sport and Recreation. The successful bidder will be required to sign a written contract form (MBD 7).

Variation orders: If the estimated value of envisaged changes does not vary more than 15% of the total value of the original contract, the contractor may be instructed to deliver goods or render services as such. For measurable quantities, the contractor may be approached to reduce unit prices, and such offers may be accepted provided there is no escalation in price.

Goods and services must conform to the standards mentioned in the bidding documents and specifications. The bidder's premises must be open for inspection by the purchaser's representative at all reasonable hours if inspections are required. Pre-bidding testing is for the bidder's account. If inspections show goods or services comply with contract requirements, the cost is borne by the purchaser; if not, the cost is borne by the supplier. Non-compliant goods or services may be rejected, and the supplier must replace them at their own cost. The purchaser may cancel the contract for breach of conditions.

The bid must be properly received in a sealed envelope with the service description and bid number. Bidders must adhere to pricing instructions and demonstrate financial ability to execute the contract. No contract will be concluded with a bidder whose tax matters are not in order or whose municipal rates and taxes are in arrears.

Bidders must complete the MBD 3.1 Schedule of Prices, fully priced and signed. The bid must include a total bid amount. Bidders must demonstrate financial ability to execute the contract. Payment will be made in Rand, and invoices must be accompanied by a delivery note. Payments will be made within 30 days of submission of a valid invoice. Prices quoted in the bid must remain fixed for the contract period, except for authorized price adjustments. The municipality may negotiate further conditions and requirements with the successful bidder. No contract will be concluded with a bidder whose tax matters are not in order or whose municipal rates and taxes are in arrears.

Bidders must be registered on the Central Supplier Database (CSD) and provide a valid CSD number. Bidders must be tax compliant and submit a SARS TCS PIN or CSD number. Foreign suppliers must complete the questionnaire in Part B:3. Bidders must not be in the service of the state, and no director, manager, principal shareholder, or stakeholder may be in the service of the state. Bidders must not be listed on the Register of Bid Defaulters. Bidders must complete and sign the Certificate of Independent Bid Determination (MBD 9) and the Declaration of Interest (MBD 4). Bidders must complete the Declaration for Procurement Above R10 Million (MBD 5) and the Declaration of Bidder's Past Supply Chain Management Practices (MBD 8). The contract will be governed by the General Conditions of Contract (GCC) and any Special Conditions of Contract. The successful bidder must furnish performance security within 30 days of notification of contract award, in the form of a bank guarantee, irrevocable letter of credit, or cashier's/certified cheque, as specified in the Special Conditions. The supplier warrants that goods are new and free from defects; warranty is valid for 12 months after delivery or 18 months after shipment, whichever is earlier. Payment will be made within 30 days of invoice submission. Prices may not vary from those quoted, except for authorized adjustments. Variation orders up to 15% of the original contract value may be instructed. The supplier may not assign obligations without prior written consent. Delays in performance may incur penalties, calculated per day of delay. The purchaser may terminate the contract for default, and the supplier may be restricted from doing business with the public sector for up to 10 years. The supplier must notify the purchaser of any subcontracts. The supplier must indemnify the purchaser against third-party claims of infringement of patent, trademark, or industrial design rights.
