Necsa is a state-owned company (registration 2000/003735/06) operating through subsidiaries NTP Radioisotopes and Pelchem. Its quality management system covers ISO 9001, ISO 14001, OHSAS 18001, RD 0034 and ISO 17025. The scope of this RFQ is ISO 9001 certification, quantity 1.

Quotations must be submitted by email to [email protected] before the closing date and time. The quotation must be completed in full; an incomplete quote may be disqualified. Returnable documents: Tax Clearance Certificate (SARS tax pin), SBD 4 (Declaration of Interest), B-BBEE certificate or sworn affidavit if an EME, and a COID Letter of Good Standing only if applicable. Queries must be submitted in writing to the contact person; approaching any other Necsa employee may lead to disqualification.

Two-stage evaluation. Stage 1 – Functionality/Technical: assessed on Technical, Performance, Quality and Risk criteria, scored out of 100. Only responses that exceed the set threshold and score at least the threshold points of the highest-scoring bid proceed to Stage 2. Stage 2 – PPPFA 80/20 system: 80 points for price, 20 points for B-BBEE status level. B-BBEE points: Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0. Failure to submit B-BBEE proof means no preference points are claimed.

Quotations must be submitted before the closing date and time. Orders above R30,000 are evaluated under the PPPFA 80/20 system; orders above R1 million go to full tender. Queries must be in writing to the contact person only. No goods or services may be delivered without an official Necsa purchase order.

Prices must include all applicable taxes and be fixed and firm. Prices must include freight, insurance until acceptance, duty where applicable, and disbursements. Payment will be per Necsa's General Conditions of Purchase.

Prices must be fixed and firm, include all taxes and additional costs. Payment per Necsa's General Conditions of Purchase. The supplier must not offer any gift or inducement to Necsa employees; doing so is a material breach and may lead to termination. By responding, the bidder acknowledges and agrees to the General Conditions of Purchase, PPPFA and GCC.
