Ensure the submission reaches the destination by the closing date and time; late or incomplete submissions will be rejected.

The tender follows a two-stage evaluation process: Stage 1 (Mandatory Requirements) and Stage 2 (Price and Preference). Only bidders meeting all mandatory requirements proceed to Stage 2. The 80/20 preference point system applies, where 80 points are for price and 20 points are for specific goals (HDI: 51% black-owned entities).

The contract covers the removal, containment, and disposal of biological laboratory waste (agar plates, sludges, quanti-trays, etc.) for a 60-month period. Key requirements include: Scheduled collections (Pietermaritzburg: Tue/Fri; Richards Bay: Weekly), supply of consumables (wheelie bins, sharps containers, bags, etc.), sanitization of bins, and regulatory compliance (Waste Act 2008). Vehicles must be registered for dangerous goods with valid operator cards, and drivers must hold a PrDP-D license.

Prices must be VAT inclusive and remain firm for the first 12 months, subject to CPI escalation thereafter with 30 days' notice. Payment is processed within 30 days of invoice submission upon successful delivery. Bidders must use the official quotation form and provide a detailed price breakdown.

Bidders must be registered on the National Treasury Central Suppliers Database (CSD). Required documentation includes: Valid Tax Clearance PIN or CSD MAAA number, SBD 4 (Bidder Disclosure), SBD 6.1 (Preference Points), valid license for Health Care Risk Waste treatment, Certificate of Safe Disposal, three signed reference letters from similar contracts (last 10 years), proof of at least three drivers with PrDP-D licenses, and proof of at least two registered dangerous goods vehicles.
