Evaluation uses the 80/20 preference point system. Functionality is assessed in phases: paper-based (minimum 65/80 points), site inspection (minimum 60/70 points), then price and specific goals. Paper-based criteria: relevant experience (20-30 points), hygiene product supply commitment (20 points), cleaning supervisor experience (10-15 points), operational plan (15 points). Site inspection checks offices, uniforms, storage, and safety file. Specific goals: EME/SME 51% black-owned (10 points), 51% black-owned (5 points), 51% black women-owned (3 points), black youth (2 points). Financial due diligence uses audited statements or management accounts.

Scope: cleaning and hygiene services at SABC North-West, Mahikeng. Areas: carpet 7916 sqm, ceramic/partial carpet 850 sqm, vinyl/cement 5104 sqm. Includes administration blocks, foyers, reception, public areas, stairs, passages, guard room, OB garages, creche, technical block, toilets, bathrooms, rest rooms, lifts, balconies, windows, paved areas, corridors, kitchens, ventilation ducts, pipes, drains, refuse area. Daily, weekly, monthly cleaning tasks specified. Additional duties: cleaning after functions, weekend deep carpet cleaning. Equipment and consumables lists provided. Hygiene services: sanitary bins, seat wipes, deep cleaning quarterly, paper towel dispensers, toilet paper holders, SHE bins, soap dispensers, air fresheners, water coolers. Staff: 12 cleaners including 1 supervisor, weekdays 06h00-15h00.

Operational plan: provide a presentable proposal on how to carry out the project, including deployment of staff across the campus, cleaning schedule, and proper disposal of waste materials including SHE bin waste. (15 points)

Relevant experience: minimum 3 traceable client reference letters for cleaning and hygiene services. Letters must be on client letterhead, state contract duration of not less than 3 years, include contact details. Letters not older than 3 years. Points: <3 letters (0), 3 letters (20), 4 letters (25), ≥5 letters (30). Cleaning Supervisor: CV with minimum 3 years' experience supervising relevant contracts, certified qualifications (Matric/Grade 12). Points: >5 years (15), 3-5 years (10), <3 years (0).

Services must comply with OHS Act and SABS ISO standards. Bidder must permit and assist SABC inspections. Goods must be adequately packaged and marked. Operational plan must include staff deployment, cleaning schedule, and waste disposal.

Pricing requirements: provide price for cleaning including labour, consumables and equipment. Stipulate number of cleaning and supervisory staff. Provide monthly cost of all hygiene services including equipment and consumables. Pricing breakdown model: all goods/services specified and broken down into individual elements on Bill of Materials, detailed cost breakdown, unit and total pricing in SA Rands including VAT, respond to Costing Model in Annexure A.

Prices in ZAR with VAT separate. Fixed for first year, then CPI increase. Include all costs (labour, consumables, equipment). Payment terms: 60 days from invoice. Bid valid 180 days from closing.

Mandatory: safe hazardous waste disposal certificate or manifest (issued within past 3 years), operational office within 250 km of SABC Mafikeng, valid annual certified copy of National Contract Cleaning Association or Bargaining Council for Contract Cleaning Industry membership. Required documents: SARS PIN, valid B-BBEE certificate (SANAS accredited) or sworn affidavit for EMEs/51% black-owned QSEs, proof of TV licence or affidavit, certified company registration, shareholder certificates, ID copies of directors/members, last 3 years audited/reviewed financial statements or management accounts, CSD registration. No contract if tax or TV licence matters not in order.

B-BBEE requirements: EMEs and 51% black-owned QSEs must submit sworn affidavit confirming turnover and black ownership. Other bidders must submit valid B-BBEE certificate from SANAS accredited agency. IRBA auditors not allowed to issue certificates after 30 September 2016. Trusts, consortia, joint ventures must submit consolidated scorecard. Misrepresentation constitutes a criminal offence. Specific goals for 80/20 system: EME/SME 51% black-owned (10 points), 51% black-owned (5 points), 51% black women-owned (3 points), Black Youth (2 points).

Compliance with Labour Relations Act, Occupational Health and Safety Act, and all applicable SABS standards. Site safety file required during site inspection. Material and equipment storage room must meet health and safety usage with directive charts on display.

Contract duration: three years. Bidder responsible for losses due to negligence, must provide liability insurance. Delivery to SABC stores, strict delivery dates, SABC may cancel on delay. Payment 60 days from invoice. No assignment without prior written approval. Representations in bid binding on acceptance. Compliance with SABC policies: no procurement from employees, former employees, non-executive members, independent contractors within 24 months. Zero tolerance to fraud, theft, corruption. SABC may change services, reject bids, not accept lowest price, reject all bids, make no award.

Special conditions: The SABC retains the right to change the timeframe of this bid whenever necessary. Late bid submissions will not be accepted. Electronic submissions via [email protected]. SABC may monitor contract, audit successful bidder. SABC may cancel bid at any time due to change in business requirements, budget unavailability, tender irregularity, non-responsive bids.

Mandatory requirements: provide a copy of a safe hazardous waste disposal certificate or manifest issued in the past three years of the closing date. Provide physical address of operational office - only bidders with operational offices within 250 km radius from SABC Mafikeng office will qualify. Provide a valid annual certified copy of the National Contract Cleaning Association or The Bargaining Council for Contract Cleaning Industry (any other gazetted association). Non-compliance will result in disqualification.

Evaluation criteria: Bids evaluated on 80/20 point system. Functionality evaluated with minimum threshold of 65 out of 80 points. Criteria include: relevant experience (20-30 points), supply of hygiene products (20 points), cleaning supervisor experience (10-15 points), operational plan (15 points). Bidders scoring below 65 are non-responsive.
