• You must attend a compulsory site briefing on either 30 or 31 July 2026 between 10:00 and 13:00 at No.7 Rochester Road, Vincent, East London, 5200. You must sign the attendance register; failure to attend will result in disqualification.
• Your bid must include all required returnable documents. Failure to submit or complete the following will render your bid non-responsive and lead to automatic disqualification: Fully completed Form of Offer (T2.2), Priced Bills of Quantities (T2.3), Proof of CIDB grading 2GB or higher (T2.5), Declaration of current projects (T2.10), SBD 4 Form (T2.11), Proof of Valid COIDA (T2.12), Three (3) Reference Letters from clients within 5 years (T2.13), Joint Venture documents if applicable (T2.14), and Completion of the Site Attendance Register (T2.15).
• Do not make any alterations or additions to the tender documents except to correct your own errors or as instructed by the employer. All signatories must initial any changes.
• The bid validity period is 12 weeks (84 days) from the closing date.

Mandatory: Registration with the CIDB in a contractor grading designation of 2GB or higher for General Building (GB) works. For joint ventures: all members must be CIDB registered; the lead partner must have 2GB or higher (or one level below with recognition status); the combined grading must meet or exceed 2GB. The bidder must not be listed on the National Treasury's list of restricted suppliers. Failure to meet any mandatory requirement leads to automatic disqualification.

• Scope: Once-off building repair and refurbishment at the National Lotteries Commission Eastern Cape Provincial Office in East London.
• Key Requirement: The service provider must be suitably qualified and experienced. Tenderers are estimated to require a CIDB contractor grading designation of 2GB or higher for General Building (GB) works.

• Pricing must be submitted using the provided Bills of Quantities/Pricing Schedule (T2.3). No alternative tender offers are permitted.
• The financial offer is a key evaluation component, worth 80 points under the 80/20 preference point system.
• The estimated financial value of works is R50,000,000.00 or less (inclusive of VAT).
• The employer will not compensate tenderers for any costs incurred in preparing or submitting a bid.

• Mandatory CIDB Registration: You must be registered with the CIDB with a grading designation of 2GB or higher for General Building works. Proof of registration (showing category, grading, and CRS number) must be submitted.
• Tax Compliance: Submit a recent CSD report with tax compliant status OR a valid Tax Pin Certificate/Document.
• B-BBEE: Submit a valid B-BBEE Certificate or a Sworn Affidavit.
• COIDA: Submit Proof of Valid COIDA (Letter of Good Standing from the Compensation Commissioner).
• Other Mandatory Documents: Completed SBD 4 Form, Declaration of current projects, and SCM Consent Form.
• Your company must not appear on the National Treasury's list of restricted suppliers.
• Joint Ventures are permitted provided every member is CIDB registered, the lead partner meets the grading requirement, and a signed JV Agreement/MoU is submitted.
