Stage 4: Preference points for specific goals (max 20): Black-owned (up to 8 points), Women-owned (up to 4 points), Youth-owned (up to 4 points), Disability-owned (up to 4 points).
Total evaluation points = Price points + Preference points.
Only responsive tenders proceed to price and preference evaluation.
Award only to bidders with valid tax clearance, active CIDB grading, and meeting all legislative requirements.

Scope: Once-off building repair and refurbishment at the National Lotteries Commission Eastern Cape Provincial Office in East London.
Key Requirement: The service provider must be suitably qualified and experienced. Tenderers are estimated to require a CIDB contractor grading designation of 2GB or higher for General Building (GB) works.

Pricing must be submitted using the provided Bills of Quantities/Pricing Schedule (T2.3). No alternative tender offers are permitted.
The financial offer is a key evaluation component, worth 80 points under the 80/20 preference point system.
The estimated financial value of works is R50,000,000.00 or less (inclusive of VAT).
The employer will not compensate tenderers for any costs incurred in preparing or submitting a bid.
If the validity period lapses before evaluation, the employer reserves the right to review the price based on CPI.

Mandatory CIDB Registration: You must be registered with the CIDB with a grading designation of 2GB or higher for General Building works. Proof of registration (showing category, grading, and CRS number) must be submitted.
Tax Compliance: Submit a recent CSD report with tax compliant status OR a valid Tax Pin Certificate/Document. Each JV member must submit separate TCS certificate/PIN/CSD number.
B-BBEE: Submit a valid B-BBEE Certificate or a Sworn Affidavit.
COIDA: Submit Proof of Valid COIDA (Letter of Good Standing from the Compensation Commissioner).
Other Mandatory Documents: Completed SBD 4 Form, Declaration of current projects, and SCM Consent Form.
Your company must not appear on the National Treasury's list of restricted suppliers.
Joint Ventures are permitted provided every member is CIDB registered, the lead partner meets the grading requirement, and a signed JV Agreement/MoU is submitted.
Bidders must not be persons in the service of the state, or have directors/members who are.
Failure to disclose all CSD-registered active companies linked to all Directors will lead to disqualification.
